A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ACCEPTING THE RECOMMENDATION OF THE CITY MANAGER APPROVING
THE FINDINGS OF THE STEERING COMMITTEE, PURSUANT TO REQUEST FOR
PROPOSAL NO. 03-04-151, THAT THE FIRMS RECOMMENDED FOR
NEGOTIATIONS TO PROVIDE ENTERPRISE RESOURCE PLANNING ("ERP")
SOFTWARE SYSTEM INTEGRATOR CONSULTING SERVICES ARE, IN RANK
ORDER: (1) SOLBOURNE COMPUTER, INC. ("SOLBOURNE"), AND (2)
ANSWERTHINK, INC. ("ANSWERTHINK"); AUTHORIZING THE CITY MANAGER
TO EXECUTE AN ERP SOFTWARE SYSTEM INTEGRATOR AGREEMENT
("AGREEMENT"), IN SUBSTANTIALLY THE ATTACHED FORM, WITH
SOLBOURNE, THE TOP -RANKED FIRM, IN AN AMOUNT NOT TO EXCEED
$7,000,000; ALLOCATING FUNDS FROM THE ERP CAPITAL IMPROVEMENTS
PROJECT ("CIP") ACCOUNT CODE NO. 311613, THE OPERATING BUDGETS OF
THE DEPARTMENT OF INFORMATION TECHNOLOGY, VARIOUS DEPARTMENTS
AND AGENCIES CITYWIDE AND FROM VARIOUS CIP ACCOUNTS, SUBJECT TO
BUDGETARY APPROVAL; FURTHER AUTHORIZING THE CITY MANAGER TO
NEGOTIATE AN AGREEMENT WITH THE SECOND -RANKED FIRM,
ANSWERTHINK, SHOULD SOLBOURNE AND THE CITY OF MIAMI FAIL TO
IMPLEMENT THE AGREEMENT APPROVED HEREIN.
WHEREAS, the City of Miami ("City") partnered with Arthur Anderson, LLP for the provision of an
Information Technology Strategic Plan ("Strategic Plan") that highlighted the second highest priority of
the strategic technology initiatives as the implementation and integration of an Enterprise Resource
Planning ("ERP") software system to provide modern, reliable, efficient and integrated support for the
City's finance, employee relations, budget, payroll, and purchasing functions; and
WHEREAS, in connection with the Strategic Plan and pursuant to Article III of the Procurement
Ordinance of the Code of the City of Miami, Florida, as amended, the City issued Request for
Proposals ("RFP") No. 03-04-151 on August 20, 2004 for competitive bids for the consulting services
of an ERP software system integrator with experience in the public sector providing ERP software
implementation assistance in the finance, employee relations, budget, payroll and purchasing
functional business areas; and
WHEREAS, the Strategic Plan and the RFP anticipate that the scope and timing of consulting
services to be provided by an ERP software system integrator will cover more than one fiscal year,
beginning in Fiscal Year 2004-2005 and ending during Fiscal Year 2005-2006; and
WHEREAS, on September 15, 2004, three proposals were submitted by three firms; and
WHEREAS, on September 29th and 30th, 2004, the ERP Steering Committee ("Steering
Committee"), after extensive review of the submitted written proposals, heard oral presentations from
all three firms and met on September 30, 2004, to consider the public sector experience of each firm

and to evaluate the proposals, company background viability, expertise, reference checks, and cost
of each firm; and
WHEREAS, on September 30, 2004, the Steering Committee ranked the top two firms in the
following manner: (1) Solbourne Computer, Inc. ("Solbourne"), and (2) Answerthink, Inc.
("Answerthink"); and
WHEREAS, the negotiation team negotiated an ERP Software System Integrator Agreement
("Agreement"), in substantially the attached form, with Solbourne Computer, Inc.; and
WHEREAS, the City Manager has approved the ranking, findings and recommendation of the
Steering Committee and respectfully recommends that the City Commission authorizes the execution
of said Agreement, in substantially the attached form;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager's recommendation approving the findings of the Steering
Committee, pursuant to RFP No. 03-04-151, that the firms recommended for negotiations to provide
ERP software system integrator consulting services are, in rank order: (1) Solbourne, and (2)
Answerthink, is accepted.
Section 3. The City Manager is authorized{1} to execute an Agreement, in substantially the
attached form, with Solbourne, the top -ranked firm, in an amount not to exceed $7,000,000,
allocating funds from the ERP Capital Improvements Project ("CIP") Account Code No. 311613, the
Operating Budgets of the Department of Information Technology, various departments and agencies
Citywide and from various CIP accounts, subject to budgetary approval.
Section 4. The City Manager is further authorized{1} to negotiate an Agreement with Answerthink,
the second -ranked firm, should Solbourne and the City fail to implement the Agreement approved
herein.
Section 5. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{2}

{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter
and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
