1. Subject: Coconut Grove Waterfront Master Plan
2. Purpose of item: Recommendation by the Evaluation Committee of RFQ 03-04-031 for
the Coconut Grove Waterfront Master Plan of the highest ranked firm, and requesting
approval by the Commission to approve a contract negotiation with Sasaki Associates,
Inc. for this task.
3. History of item: The City issued RFQ 03-04-031 on May 24, 2004 to secure a
multidisciplinary team of consultants with demonstrated experience in waterfront
landscape architecture and urban design tasked to develop a Master Plan for the Coconut
Grove Waterfront. A total of six (6) qualified and experienced Proposers responded and
were evaluated by an Evaluation Committee ("Committee"). Following preliminary
evaluation, the six (6 Proposals were short-listed to the top four (4) Proposals, and oral
presentations with each short-listed firm were held on October 21, 2004. Following these
presentations, the Committee completed its evaluation and recommended to the City
Manager for his review and consideration, the top two (2) ranked Proposers, in rank
order: (1) Sasaki Associates, Inc.; and (2) EDSA.
4. Does this item correlate with the CIP plan or Strategic Plan? If so, how? No.
5. Does this item have any effect on residents within the City of Miami? If so, how? The
City of Miami envisions a Coastal Recreational Park that emphasizes human scale, public
open spaces, and connectivity for the pedestrian realm through the creation of waterfront
promenades, diverse open spaces, an active park with sensitive environmental spoil
island connections that will enhance the water components, and recreational elements of
the Coastal Park's recreational and environmental elements in the Coconut Grove
waterfront area. As a result, residents will benefit from an enhanced quality of life in their
neighborhood, and will be encouraged to get involved in the master plan process via
public forums.

item.
