Manager ENCLOSURES: Capital Improvement Plan
RECOMMENDATION
It is respectfully recommended that the City Commission adopt the attached Resolution approving
the "2004-2005 Multi -Year Capital Improvement Plan."
BACKGROUND
The Department of Capital Improvements is tasked with the responsibility to fiscally manage and
track all capital expenditures of the City. Additionally, the Department directs and executes
capital improvement projects for the City that require professional design and engineering
services. Pursuant to the provisions of Florida Statutes, Section 163.3177, adopted by the City as
part of the Financial Integrity Ordinance, No.11890 as amended, and codified as Section 18-541 -
18-542 in the City Code, we are required to prepare a capital plan detailing improvements needed
to support City services. The Plan is to identify funded, partially funded, and unfunded projects; to
detail current Fiscal Year plus five (5) additional years; and to include independent needs
assessments from departments. The Capital Improvement Plan is detailed by fund, identifies
revenue sources, planned financing options, and unfunded projects.
