Authorizing an Agreement
with Belafonte Tacolcy
Center, Inc.
City Commission Meeting of
November 18, 2004
The Department of Parks and Recreation respectfully requests your approval and action
of the Miami City Commission by a 4/5ths affirmative vote, after an advertised public
hearing, ratifying, approving and confirming the City Manager's recommendation, and
finding that competitive negotiation methods are not practicable or advantageous
regarding the agreement for educational and park services and activities described below.
The Department respectfully requests such recommendation, finding, and authorization in
order to proceed with executing an agreement with Belafonte Tacolcy Center, Inc.
(BTC), a Florida not -for profit corporation, to award funds, in the amount of $86,675, to
operate the Sports Development Program at Belafonte Tacolcy Park, which provides
structured recreational/sports activities, team sports and cultural awareness workshops to
enhance the quality of life of the young adults in the Liberty city neighborhood and
community, for the 2004-2005 program year. The normal contract period is from October
1st to September 30n' of each year.
During the previous years, BTC has demonstrated its qualifications and capacity to serve
the City through the following:
1. Operating a T-ball/ baseball program for younger children from March to June of
every year.
2. Operating a basketball league for children fro 9 to 15 years of age, from
December to March of every year.
3. Operating a football league for young adults at various ages from June to
December of every year.
4. Operating a co-ed flag football program of all ages from September to November
of every year.
5. The overall Sports Development Program serves an average of 60 participants in
the basketball league, 170 per event in the football league and between 56 to 73
participants in the softball league
6. Provides special sports events at least two times a year which directly and
indirectly serve approximately 500 youths.
7. The programs, activities and special events provided by BTC result in a savings to
the city by not having to employ park managers, recreation specialist and other
maintenance personnel to staff, operate and maintain Belafonte Tacolcy Park.

For the reasons stated above, as required by Section 18-86(3)(c) of the Code of the
City of Miami, the Department of Parks and Recreation (1) recommends the
execution of an agreement with BTC for the 2004-2005 contract year be awarded to
BTC, which is qualified and has been providing said services described above for
many years, and (2) finds that competitive negotiated methods are not practicable or
advantageous for the provision of the aforementioned sports activities and programs
at Belafonte Tacolcy Park.
If these recommendations and findings meet with your approval, please indicate by
signing below. This legislation item will placed on the agenda for the November 18,2004
City Commission meeting.
