HomeMy WebLinkAboutmemo2CITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM TO : FROM : Glenn Marcos, Director Chief Procurement Officer ‘e4m,a__) amela Bums, PPB Sr. Procurement Contracts Officer DATE: SUBJECT: REFERENCES: ENCLOSURES: October 25, 2004 FILE Authorizing the Repair of Quint 8 for Department of Fire -Rescue I conducted an investigation to determine whether American LaFrance Medic Master, a Non-Minority/Non-Local vendor, located at 3705 St. Johns Parkway, Sanford, Florida 32771, is the sole source provider for the repair of Quint 8, for the Department of Fire -Rescue. On September 5, 2004 during Hurricane Frances, Quint 8 was involved in an accident resulting in severe damage to the aerial ladder lift device and has been rendered inoperable since that time. American LaFrance Medic Master, the original manufacturer of this aerial device, inspected the unit and determined the vehicle ladder device must be replaced and operational examination and tests must be conducted. American LaFrance Medic Master is the only service agent that is qualified to separate and replace this device, as it is custom made to manufacturer specifications. The Medic Master technicians are factory trained and have ready access to the original factory parts, and will ensure lower risks of field failures. Further, utilizing American LaFrance Medic Master will guarantee that all operational systems will function as originally designed and will ensure that the product warranty originally provided with the unit by American LaFrance Medic Master remains valid. The Department of Fire -Rescue reported Quint 8 is one of the Department's newer vehicles and there is an urgent need to return it to services as soon as possible. This pumper/aerial ladder truck is assigned to Station No. 8, located at 2975 Oak Avenue, and is deployed to respond to emergencies to citizens and visitors of Miami. According to American LaFrance Medic Master, it is the sole source provider for all parts for its Telesqurt and must provide the repair its units, in order to ensure the warranty remains intact. Therefore, I am recommending that the requirements for formal competitive sealed bidding be waived, and these findings be approved: American LaFrance Medic Master, a Non-Minority/Non-Local vendor, located at 3705 St. Johns Parkway, Sanford, Florida 32771, is the sole source provider for the repair of Quint 8, for the Department of Fire -Rescue. Funding, in an amount not to exceed $35,014.41 (including a $1000 contingency reserve), is available from the Department of Fire -Rescue Special Revenue Fund, Project No. 109001, Account Code No. 280905.6.840.
