Subject: Resolution authorizing the purchase of portable and mobile radios and accessories. 2. Purpose of item: Resolution authorizing the purchase of 40 portable and mobile radios and accessories from Motorola, Inc., utilizing Palm Beach County Contract No. 02C-6ER, effective through October 17, 2005, subject to any extensions or replacement contracts by Palm Beach County, for the Department of Fire -Rescue, in an amount not to exceed $56,244. Funding is available from the Urban Areas Security Initiative ("UASI") Grant Program II, Project No. 110111, Account Code No. 280910.6.840. 3. History of item: Florida State Statutes Chapter 401.015 mandates that a statewide system for regional EMS telecommunications be developed. The State of Florida in response to this statute developed The State of Florida EMS Communications Plan. A section of the State of Florida's Emergency Medical Services (EMS) Communications Plan is requiring the installation of UHF Portable and Mobile Radios and their appropriate Accessories in all EMS transport vehicles (including ALS ambulances) and hospitals. These radios consist of a CDM1550 LS Plus with UHF, a DTMF keypad, a UHF antenna, and MEDCOM UHF programming and installation. Purchasing these systems will place the Department of Fire -Rescue in compliance with the state-wide communications plan. The Emergency Medical Services (EMS) Communications Plan (points 5.7.1, 5.7.2, and 5.8.2) is stipulating that "every permitted vehicle shall have the capability for two- way radio communications with a higher level of medical care. Specifically, this capability shall exist for radio communications should the firefighter/paramedic need to deviate from established medical protocols and/or request additional medical assistance from the medical director and/or hospital...In an effort to clarify any misunderstandings regarding this issue the UHF radios, MED-8 requirements remain mandatory in every EMS permitted transport vehicle regardless of that system's routine and/or day-to-day primary medical communications, Medical Control." The Honorable Mayor and Members of the City Commission Page 2 of 2 The State's enforced Plan is to establish a common medical communications system — MEDCOM - between all transport vehicles and hospitals in the State by improving and sustaining radio contact and implementing synchronization. By linking, communication from every EMS vehicle to every hospital, which presently does not exist, Fire -Rescue will be able to advise the hospital, on its own designated channel, of the casualties in route, thus, allowing the hospital to properly prepare. This system will also allow our responding Rescue vehicles, when called upon for assistance by another county/municipality anywhere in the State, to tap into the MEDCOM communication channels in the area of operation and allow EMS to correspond with those hospitals. This accessibility will provide a State-wide advantage. Due to the potential for mass casualty and/or mass fatality disasters whether it be due to natural or manmade events, such as terrorism or Weapons of Mass Destruction (chemical, biological, radiological, nuclear, or explosives), this system will improve communication between the Rescues and hospitals, increase the hospital's preparedness from the Rescue's relayed information, therefore advance patient care in these new Homeland Security situations. 4. Does this item correlate with the CIP plan or Strategic Plan? If so, how? Yes. It contributes with public safety and communications. 5. Does this item have any effect on residents within the City of Miami? If so, how? Yes. Due to the nature of emergency services, these radios are essential to service delivery and will ensure the continued safety of our firefighters, police officers, and city residents and visitors. 6.
