3, History of item:
This award is the second grant that the City of Miami and its contiguous county,
Miami -Dade County has been eligible to receive since the President signed into law in
February 2003, the Consolidated Appropriations Resolution, 2003, Public Law 108-7
which provides states and local 'governments with the vital funding they require to
participate in the national effort to combat terrorism.
The United States Department of Homeland Security, the Office for Domestic
Preparedness, and the FY 2004 Urban Area Security Initiative reflect the intent of
Congress and the Administration to enhance and quantify the preparedness ofthe nation
to combat terrorism. Whereas most states and municipalities have strengthened their
overall capability to respond to acts of terrorism involving chemical, biological,
radiological, nuclear or explosive weapons, there continues to be room for improvement
in meeting our national priorities in preventing and responding to terrorist attacks.

Members of the City Commission
