Subject: Establish a Special Revenue Fund Entitled: "Urban Areas Security Initiative (UASI) Grant Program (FY 2004)" 2. Purpose of item: Resolution be adopted establishing a special revenue fund entitled: "Urban Areas Security Initiative (UASI) Grant Program (FY 2004)," and appropriating funds, in the amount of $19,033,677 consisting of a grant from the United States Department of Homeland Security (DHS), pass through the Office for Domestic Preparedness (ODP), directly to the State of Florida Division of Emergency Management (DEM), who will subgrant major urban areas, such as the City of Miami and Miami -Dade County, for Fiscal Year 2004. The funds will be used, as stipulated by the grant, for the purchase of specialized equipment, exercise, training, administrative services and development of the Urban Area Homeland Security Strategy, and other planning activities of the UASI Grant Program. 3, History of item: This award is the second grant that the City of Miami and its contiguous county, Miami -Dade County has been eligible to receive since the President signed into law in February 2003, the Consolidated Appropriations Resolution, 2003, Public Law 108-7 which provides states and local 'governments with the vital funding they require to participate in the national effort to combat terrorism. The United States Department of Homeland Security, the Office for Domestic Preparedness, and the FY 2004 Urban Area Security Initiative reflect the intent of Congress and the Administration to enhance and quantify the preparedness ofthe nation to combat terrorism. Whereas most states and municipalities have strengthened their overall capability to respond to acts of terrorism involving chemical, biological, radiological, nuclear or explosive weapons, there continues to be room for improvement in meeting our national priorities in preventing and responding to terrorist attacks. The Honorable Mayor and Members of the City Commission Page 2 of 2 The Office for Domestic Preparedness is authorized by the Emergency Wartime Supplemental Appropriations Act, 2003 to provide funds to States for subsequent distribution to selected urban areas to address the unique equipment, training, planning, exercise and operational needs or large urban areas, and to assist them in building an enhanced and sustainable capacity to prevent, respond to, and recover from threats or acts of terrorism. 4. Does this item correlate with the CIP plan or Strategic Plan? If so, how? Yes. It contributes with public safety. 5. Does this item have any effect on residents within the City of Miami? If so, how? Yes. Accepting this grant will allow the City to use these funds as stipulated by said grant to address the unique equipment, training, planning, exercise and operational needs of the City of Miami and Miami -Dade County and to assist the City in building an enhanced and sustainable capacity to prevent, respond to, and recover from threats or acts of terrorism. 6.
