1. Budget ATTACHMENT A Budget and Scope of Work The Recipient is required to provide a budget detail worksheet to account for the full allocation of these funds ($19,033,677). As outlined in the proposed budget detail worksheet below and the attached scope of work, the funds are to be used for: Subtotal IIMMMIIIIIMI Subtotal $9,009,488 Subtotal $0 1.11111111 $9,436,676. 82. Equipment Acquisitions Subtotal Management & Administration (Not to exceed 9% of the total grant) If. Scope of Work Funding is provided to perform eligible activities as identified in the Office for Domestic Preparedness Fiscal Year 2004 Urban Areas Security Initiative (UASI) Grant Program, consistent with the Department of Homeland Security State Strategy and the Urban Areas Security Initiative State Strategy. Notification to the Regional Domestic Security Task Force (RDSTF) is required to insure there is not a duplication of funding efforts from other grant sources. A letter of concurrence between the core UASI city and the core UASI county must be received prior to the release of funds. Eligible activities are outlined in the Scope of Work for each category below. Categories 62. PLANNING Eligible Planning Activities • Establishment or enhancement of mutual aid agreements • Development or enhancement of emergency operations plans and operating procedures • Development of terrorism prevention/deterrence plans 21 • Development or enhancement of response and recovery plans • Development or enhancement of cyber security plans • Development or enhancement of cyber risk mitigation plans • Development of communications and interoperability protocols and solutions • Coordination of citizen and family preparedness plans and programs, including donations programs and volunteer initiatives • Conducting local or regional program implementation meetings • Conducting point vulnerability assessments at critical Infrastructure and development of remediation/security plans • Conducting cyber risk and vulnerability assessments • Development or enhancement of continuity of operations and continuity of government plans Other Eligible Planning Costs • Hiring of full or part-time staff or contractors/consultants to assist with any of the above activities (not for the purpose of hiring public safety personnel) • Conferences to facilitate activities listed above • Materials required to conduct activities listed above • Travel/per diem related to above activities 62. TRAINING Eligible Training Activities Grant funds used to support attendance at and/or development of non-ODP sponsored training, must receive approval from ODP prior to using funds for this purpose. • Establishment of CBRNE and cyber security training programs within existing training academies, universities or junior colleges • Overtime and backfill costs associated with attendance at ODP-sponsored and approved CBRNE and cyber security training courses Other Eligible Training Costs • Overtime and backf ill funding for emergency preparedness and response personnel attending ODP-sponsored and approved training classes • Conduct training workshops and conferences • Hiring of full or part-time staff or contractors/consultants • Travel • Supplies 62. EXERCISES Eligible Activities • Plan for, design, develop, conduct and evaluate exercises that train homeland security preparedness, prevention and, response personnel, evaluate prevention and response plans, policy, procedures and protocols, and assess the readiness of jurisdictions to prevent and respond to a terrorist attack • Exercises must be managed and executed in accordance with ODP's Homeland Security 22 r Exercise and Evaluation Program (HSEEP) manuals. These manuals provide explicit direction on design, conduct, and evaluation of terrorism exercises. Other Eligible Exercise Costs • Conduct exercise planning workshop • Hiring of full or part-time staff or contractors/consultants • Overtime and backfill costs • Travel • Supplies • Implementation of the Homeland Security Exercise and Evaluation Program (HSEEP). 62. EOUIPMENT ACOUISITION Eligible Activities For a detailed list of eligible equipment under each of the following categories, refer to pages A-2 through A-16 in the UASI Grant Guidance(htto://floridadisaster.orc/DEMorocrams.htm). • Personal Protective Equipment (PPE) • Explosive Device Mitigation and Remediation Equipment • CBRNE Search and Rescue Equipment • Interoperable Communications Equipment • Detection Equipment • Decontamination Equipment • Physical Security Enhancement Equipment • Terrorism Incident Prevention Equipment • CBRNE Logistical Support Equipment • CBRNE Incident Response Vehicles • Medical Supplies and Limited Types of Pharmaceuticals • CBRNE Reference Materials • Agricultural Terrorism Prevention, Response and Mitigation Equipment • CBRNE Response Watercraft • CBRNE Aviation Equipment • Cyber Security Enhancement Equipment • Intervention Equipment Other Eligible Equipment Costs • Installation costs for authorized equipment purchased • Maintenance contracts for authorized equipment purchased, limited to the contract period • Training on CBRNE equipment by vendors or local entities • Shipping costs for equipment • Sales tax on equipment • Multiple Integrated Laser Engagement System (MILES) MANAGEMENT & ADMINISTRATION Eligible Activities - Not to exceed 3% of the total grant • Hiring of full-time or part-time staff or contractors/consultants to assist with the management of the grant • Hiring of full-time or part-time staff or contractors/consultants to assist with the implementation and administration 23 Report Project Items Eouioment Acquisition: • Provide a list of equipment that has been purchased along with prices of each item by category Trainirio: • Copy of Agenda • Course name and level, and the number of people trained by discipline • Course curriculum must be approved by the Department of Homeland Security Exercises: • Prior to the exercise, provide DEM with exercise plans • After Action Reports must be provided to DEM within 30 days following the completion of each exercise conducted Planning: • Submit Final plans and/or vulnerability assessments Close-out Programmatic Reoortina: The Close-out Report is due to FDEM no later than 60 days after the contract is either completed or the contract has expired.
