Purpose of Item:
A Resolution accepting hazard mitigation grant funding from FEMA, passed through the
State of Florida Division of Emergency Management, in the amount of $186,742.80,
with a required match from the City in the amount of $20,749.20, for a total amount of
$207,492.00, to be utilized for the hardening of Fire Station #8 through the purchase
and installation of impact resistant windows and doors and other protective measures,
thereby enhancing its resilience to future natural disasters.
Background of Item:
City of Miami (City) Fire Station #8 provides effective and efficient fire prevention, fire
suppression, emergency medical care, and other essential services to the public and
was built prior to the revisions to the Florida Building Code adopted after 1992 in
response to Hurricane Andrew. The City has been awarded hazard mitigation grant
funding from FEMA, passed through the State of Florida Division of Emergency
Management, in the amount of $186,742.80, with a required match from the City in the
amount of $20,749.20, for a total amount of $207,492.00, to be utilized for the
hardening of this critical facility through the purchase and installation of impact resistant
windows and doors and other protective measures, thereby enhancing its resilience to
future natural disasters.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ACCEPTING A HAZARD MITIGATION REIMBURSEMENT GRANT AWARD IN THE
AMOUNT OF ONE HUNDRED EIGHTY SIX THOUSAND SEVEN HUNDRED FORTY-
TWO DOLLARS AND EIGHTY CENTS ($186,742.80) FROM THE FEDERAL
EMERGENCY MANAGEMENT AGENCY, THROUGH THE STATE OF FLORIDA
DIVISION OF EMERGENCY MANAGEMENT ("FDEM"), WITH A REQUIRED MATCH
FROM THE CITY OF MIAMI ("CITY") IN AN AMOUNT NOT TO EXCEED TWENTY
THOUSAND SEVEN HUNDRED FORTY-NINE DOLLARS AND TWENTY CENTS
($20,749.20), FOR A TOTAL AMOUNT OF $207,492.00, TO BE UTILIZED FOR THE
HARDENING OF FIRE STATION #8 THROUGH THE PURCHASE AND
INSTALLATION OF IMPACT RESISTANT WINDOWS AND DOORS AND OTHER
PROTECTIVE MEASURES; ESTABLISHING A NEW CAPITAL FUND PROJECT
TITLED "FIRE -RESCUE — HMGP 2024 — FIRE STATION #8" AND APPROPRIATING
GRANT FUNDS FOR THE OPERATION OF THE SAME; AUTHORIZING THE CITY
MANAGER TO EXECUTE THE GRANT AGREEMENT WITH FDEM, IN
SUBSTANTIALLY THE ATTACHED FORM; ALLOCATING THE CITY'S MATCHING
FUNDS FROM CAPITAL IMPROVEMENTS PROJECT NO. 40-B173210 FOR THE
PERIOD WHICH BEGINS UPON EXECUTION OF THE GRANT AGREEMENT AND
ENDS ON JANUARY 31, 2026; FURTHER AUTHORIZING THE CITY MANAGER TO
NEGOTIATE AND EXECUTE ANY AND ALL OTHER NECESSARY DOCUMENTS,
ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, FOR THE ACCEPTANCE,
IMPLEMENTATION OF, AND COMPLIANCE WITH THE GRANT AWARD.
WHEREAS, the City of Miami's ("City") Department of Fire -Rescue has been awarded
hazard mitigation reimbursement grant funding from the Federal Emergency Management
Agency ("FEMA"), passed through the Florida Division of Emergency Management ("FDEM")
in the amount of one hundred eighty six thousand seven hundred forty-two dollars and eighty
cents ($186,742.80), with a required match from the City in an amount not to exceed twenty
thousand seven hundred forty-nine dollars and twenty cents ($20,749.20), for a total amount
of $207,492.00, to be utilized for the hardening of Fire Station #8 ("Grant Award"); and
WHEREAS, matching funds from the City in the amount of $20,749.20 are required as
a condition of the Grant Award and are available from Office of Capital Improvements ("OCI")
Project No. 40-6173210; and
WHEREAS, Fire Station #8 provides effective and efficient fire prevention, fire
suppression, emergency medical care, and other essential services to the public and was built
prior to the revisions to the Florida Building Code adopted after 1992 in response to Hurricane
Andrew; and
WHEREAS, the Grant Award shall be utilized for the hardening of this critical facility
through the purchase and installation of impact resistant windows and doors and other
protective measures, thereby enhancing its resilience to future natural disasters; and
WHEREAS, it is appropriate for the City Commission to authorize the City Manager to
accept the Grant Award, establish a Capital Fund Project, allocate the match funds, and
execute any and all other necessary documents, all in forms acceptable to the City Attorney, for
the acceptance, administration and compliance with the Grant Agreement and to appropriate
the Grant Award;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is hereby authorized to accept the Grant Award from
FEMA, through FDEM, for the hardening of Fire Station #8.
Section 3. The following new Capital Fund Project is established, and resources are
appropriated as described below:
FUND TITLE: "Fire -Rescue — HMGP 2024 — Fire Station #8"
RESOURCES: Florida Department of Financial Services, $186,742.80
Division of State Fire Marshal
City of Miami Match Funds $20,749.20
from CIP Project No. 40-B173210
APPROPRIATIONS: $207,492.00
Section 4. The City Manager is authorized to execute the Grant Agreement, in
substantially the attached form, with the FDEM, for the exterior hardening of Fire Station #8,
place the Grant Award funds in Account No. 32000.181000.431000.0000.00000 and allocate
funds for the City's required match from CIP Project No. 40-6173210.
Section 5. The City Manager is further authorized' to negotiate and execute any and
all other necessary documents, all in the form acceptable to the City Attorney, for the
acceptance, administration of, and compliance with the Grant Agreement.
Section 6. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2
1 The herein authorization is further subject to compliance with all legal requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and
Code provisions.
2 If the mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
