A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE CITY MANAGER TO ACCEPT AND APPROPRIATE
FUNDS IN AN AMOUNT NOT TO EXCEED OF THIRTY SEVEN THOUSAND
ONE HUNDRED SIXTY SIX DOLLARS ($37,166.00) ("GRANT"), FROM THE
MIAMI-DADE COUNTY HOMELESS TRUST ("COUNTY") WITH NO MATCH
FUNDS REQUIRED, TO ASSIST HOMELESS INDIVIDUALS WITH THE
REPLACEMENT OF LOST IDENTIFICATION CARDS AND FOR THE
PROVISION OF STAFFING FOR THE HOMELESS MANAGEMENT
INFORMATION SYSTEM ("HMIS") TO BE PROVIDED BY THE CITY OF
MIAMI'S ("CITY") DEPARTMENT OF HUMAN SERVICES; ESTABLISHING A
SPECIAL REVENUE PROJECT TITLED "HMIS STAFFING PROGRAM PC-
2324-STAFF-1 AND IDENTIFICATION ASSISTANCE PROGRAM PC-2324-ID-
1" AND APPROPRIATING GRANT FUNDS; FURTHER AUTHORIZING THE
CITY MANAGER TO NEGOTIATE AND EXECUTE AMENDMENT #2 OF THE
GRANT AGREEMENT WITH THE COUNTY FOR SAID PURPOSE, IN
SUBSTANTIALLY THE ATTACHED FORM, CONDITIONED UPON THE
AVAILABILITY OF THE CITY RESOURCES THAT MAY BE REQUIRED TO
IMPLEMENT THE ACCEPTANCE OF AND COMPLIANCE WITH SAID GRANT;
FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE UP TO ONE
ADDITIONAL ONE-YEAR EXTENSION TO THE AGREEMENT AND OTHER
DOCUMENTS NECESSARY, ALL IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY, IN FURTHERANCE OF THE GRANT.
WHEREAS, the City of Miami ("City") has been awarded a grant in an amount not to
exceed of thirty-seven thousand one hundred sixty-six dollars ($37,166.00) ("Grant") from the
Miami -Dade County Homeless Trust ("County"), with no City matching funds required, for
assistance to homeless individuals in need of services for the replacement of lost identifications
el Ds") and for the provision of staffing for the Homeless Management Information System
("HMIS"), for Fiscal Year 2023-2024; and
WHEREAS, the City's Department of Human Services ("Department"), through the
Homeless Services Division, will utilize the Grant funds to provide assistance for homeless
individuals with the replacement of lost identifications and the provision of staffing for the HMIS;
and
WHEREAS it is appropriate for the City Manager to enter into Amendment #2 of the
Grant Agreement with the County for acceptance of the Grant for said propose, in substantially
the attached form and establish a new special revenue project for the appropriation of the Grant,
and to negotiate and execute up to one additional one-year renewal to the Agreement and other
documents necessary, all in a form acceptable to the City Attorney, to implement and allocate
the acceptance of said Grant;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized' to execute Amendment #2 of the Grant
Agreement, in substantially to attached form, between the County and the City to accept the
Grant, with no City matching funds required, for assistance to homeless individuals with the
replacement of lost identifications and the provision of staffing for the HMIS conditioned upon
the availability of the City resources required to implement the acceptance of and compliance
with said Grant.
Section 3. The following new Special Revenue Project is hereby established with
resources for the same appropriated as described below:
PROJECT TITTLE: HMIS Staffing Program-PC-2324-STAFF-1,
Identification Assistance Program-PC-2324-ID-1.
RESOURCES:
The Miami -Dade County Homeless Trust $37,166.00
APPROPRIATIONS: For assistance to homeless individuals
with the replacement of lost IDs and for,
the provision of staffing for the HMIS.
$37,166.00
Section 4. The City Manager is further authorized' to negotiate and execute up to one
additional one-year renewal to the Agreement and other documents necessary, all in a form
acceptable to the City Attorney, to implement and allocate the acceptance of said Grant Award.
Section 5. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

1 The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including but not limited to, those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
