A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), BY A
FOUR -FIFTHS (4/5THS) AFFIRMATIVE VOTE, AFTER AN ADVERTISED PUBLIC
HEARING, RATIFYING, APPROVING, AND CONFIRMING THE CITY MANAGER'S
FINDING(S) AND RECOMMENDATION(S), ATTACHED AND INCORPORATED AS
EXHIBIT "B," THAT COMPETITIVE NEGOTIATION METHODS AND PROCEDURES
ARE NOT PRACTICABLE OR ADVANTAGEOUS TO THE CITY OF MIAMI ("CITY")
PURSUANT TO SECTION 18-85(A) OF THE CODE OF THE CITY OF MIAMI,
FLORIDA, AS AMENDED ("CITY CODE"); WAIVING THE REQUIREMENTS FOR
SAID PROCEDURES; ALLOCATING, APPROPRIATING AND AUTHORIZING THE
ALLOCATION OF FUNDS FROM THE DISTRICT 1 SHARE OF THE CITY OF MIAMI'S
MIAMI FOR EVERYONE ("MFE") PROGRAM, ON REIMBURSEMENT BASIS, IN A
TOTAL AMOUNT NOT TO EXCEED TWO -HUNDRED FIFTY THOUSAND AND 00/100
DOLLARS ($250,000.00) ("GRANT") TO CAMARA DE COMERCIO LATINA DE LOS
ESTADOS UNIDOS (CAMACOL), INC., A FLORIDA NOT FOR PROFIT
CORPORATION ("CAMACOL"), IN ORDER TO IMPLEMENT ITS YOUTH AND
MINORITY EMPLOYMENT AND JOB TRAINING PROGRAMS IN THE TECH AND
DIGITAL MEDIA SECTORS, SUBJECT TO ALL FEDERAL, STATE, AND LOCAL
LAWS THAT REGULATE THE USE OF SUCH FUNDS FOR SAID PURPOSE;
FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE A
GRANT AGREEMENT, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH
CAMACOL AND ANY AND ALL OTHER NECESSARY DOCUMENTS,
MODIFICATIONS, AND AMENDMENTS, ALL IN FORMS ACCEPTABLE TO THE CITY

MINORITY EMPLOYMENT AND JOB TRAINING PROGRAMS IN THE TECH AND
DIGITAL MEDIA SECTORS, SUBJECT TO ALL FEDERAL, STATE, AND LOCAL
LAWS THAT REGULATE THE USE OF SUCH FUNDS FOR SAID PURPOSE;
FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE A
GRANT AGREEMENT, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH
CAMACOL AND ANY AND ALL OTHER NECESSARY DOCUMENTS,
MODIFICATIONS, AND AMENDMENTS, ALL IN FORMS ACCEPTABLE TO THE CITY
ATTORNEY, FOR SAID PURPOSE.
WHEREAS, on April 13, 2023, pursuant to Resolution No. R-23-0178, the City of Miami
("City") created the Miami For Everyone ("MFE") Program to assist communities facing the long-
term complications resulting from declared emergencies and to address the specific needs of
the most vulnerable residents and businesses, through a strategy of focusing the provision of
support towards priority areas of need that will further stabilize economic conditions within City
Districts; and
WHEREAS, CAMARA DE COMERCIO LATINA DE LOS ESTADOS UNIDOS
(CAMACOL), INC., a Florida Not For Profit Corporation ("CAMACOL"), is an organization
dedicated to providing outreach to a special segment of the community who are currently
underserved and/or which have been affected by the post -pandemic business climate; and
WHEREAS, CAMACOL submitted a grant application, attached and incorporated herein
as Exhibit "A," to the City of Miami ("City") for MFE Program funds in order to offer programs to
develop employment opportunities for minorities and the disenfranchised to enter into the tech
and digital media sectors; training programs for at -risk youth and minorities; other programs that
will develop skills necessary to obtain employment for the City's minority community in these
sectors; and will work with public and private sector partners in program implementation
("Program"); and
WHEREAS, the City's District 1 Commissioner ("Commissioner") wishes to provide grant
funds, on a reimbursement basis, from the Commissioner's share of the City's MFE Program
funds in an amount not to exceed Two -Hundred Fifty Thousand and 00/100 Dollars
($250,000.00) ("Funds") for the Program; and
WHEREAS, the City Manager has made a written finding and recommendation, attached
and incorporated as Exhibit "B," pursuant to Section 18-85(a) of the Code of the City of Miami,
Florida, as amended ("City Code"), that competitive bidding is not practicable or advantageous
to the City of Miami ("City"); and
WHEREAS, the City wishes to fund and to enter into a grant agreement with the
CAMACOL for a total amount not to exceed Two -Hundred Fifty Dollars ($250,000.00) ("Grant")
in order to implement the Program;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble of this Resolution are
adopted by reference and incorporated herein as if fully set forth in this Section.
Section 2. By a four -fifths (4/5ths) affirmative vote, after an advertised public hearing,
the City Manager's finding and recommendation, attached and incorporated as Exhibit "B," that
competitive negotiation methods and procedures are not practicable or advantageous to the
City pursuant to Section 18-85(a) of the City Code are ratified, approved, and confirmed and the
requirements for said procedures are waived.
Section 3. The City Manager is authorized' to allocate and appropriate Funds from the
Commissioner's share of the City's MFE Program funds to CAMACOL in order to implement the
Program on a reimbursement basis, subject to all federal, state, and local laws that regulate the
use of such funds for said purpose.
Section 4. The City Manager is further authorized1 to negotiate and execute a grant
agreement, in a form acceptable to the City Attorney, with CAMACOL, in order to implement the
Program.
Section 5. The City Manager is further authorized to negotiate and execute any and all
other necessary documents, modifications, and amendments, all in forms acceptable to the City
Attorney, for said purpose.
Section 6. This Resolution shall become effective immediately upon its adoption.
1 The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited to, those prescribed by applicable City Charter and City Code
provisions.

Pursuant to the resolution, this item became effective immediately upon adoption by the Commission.
