Corporate Overview
35 years Experience
Jack Luft has established a thirty-five year record as one of South Florida's highest profile urban planners. Shaping the dynamic
and complex growth of urban Miami over three decades, Mr. Luft has served in widely varying and challenging roles of urban
designer, master plan author, and director of the City of Miami Development and Planning Departments
Strategic Master Planning and Urban Design
He has been responsible for authoring and implementing numerous strategic plans for critical districts and emerging sectors of
Miami's diverse neighborhoods and real estate markets including the Downtown Master Plan, the redevelopment of the 65 acre
downtown waterfront park system, the internationally recognized tourist destinations of Coconut Grove, Dinner Key, and Little
Havana, the publicly owned 86 acre Watson Island and 1000 acre Virginia Key and the station area planning for the region's
Metrorail high-speed rail transit system. Luft Consulting has recently completed (6/00) the Comprehensive Master Plan for the
City of Sunny Isles Beach and a strategic redevelopment plan for the Goulds historic Storeporch district and is currently guiding
the efforts of the Broward County community of Coral Springs in its program to develop a dynamic new town center. In
September of 2000, at the invitation of the Urban Land Institute, he was the urban designer on an intensive team planning and
design charrette for the strategic redevelopment of downtown Akron, Ohio and again in 2003 as the urban designer for the ULI
study team in Missoula, Montana for the Central Area Redevelopment District. In 2004, Mr. Luft prepared the Comprehensive
Planl 0 year update for the Town of Surfside, Florida.
Community Redevelopment
For five years, Mr. Luft directed the Community Redevelopment Agency's redevelopment program for SE Overtown/Park West
and the Omni areas implementing construction of the $2m Park West Mall and assisting in the formation of three affordable
housing projects totaling 250 units. In 1999 Mr. Luft completed the redevelopment concept plan for the Town Center of Coral
Springs and in 2002 wroteconducting the strategic redevelopment planning for a forty -acre tract of commercial property in the
oceanfront resort community of Sunny Isles Beach.
Land Use Regulations
Over the course of several high -growth periods in the volatile and fast -paced real estate market in Miami, Mr. Luft wrote and
implemented detailed zoning district regulations to shape over $2 billion dollars in private development in the Performing
Arts/Omni District, the Central Business District, the Brickell International Finance District, the Coconut Grove entertainment
District, and the Miami rail transit impact zones for ten station areas. In 2001 Mr. Luft completed drafting a complete set of land
development regulations and community design review guidelines for Sunny Isles Beach, Florida.
Environmental and Historic Planning
Mr. Luft wrote the first historic preservation ordinance, the first environmental preservation ordinance and the first scenic
corridor/urban design review ordinances adopted in the City of Miami. He has been recognized by the Florida chapter of the
American Institute of Planners with three awards of excellence and merit for plans he has authored.
Community Planning & Service
In addition to his role with municipal government, Mr. Luft served for ten years as vice-chairman of the Miami Beach Design
Review Board, was appointed by Governor Graham to the Florida Governor's Bicycle Advisory Bicycle Council, co-authored as a
sub -consultant the Florida Bicycle System Master Plan for the State Department of Transportation, served as jurist for three years
in A.I.P.'s Florida awards program, and served as featured speaker for national conference presentations for the American
Institute of Architects, American Planning Association, the National Trust for Historic Preservation, the National Garden
Conservancy and the Urban Land Institute.
Independent Practice
Having retired from active public service in early 1998 and now engaged as a private planning consultant, Mr. Luft has served as
an advisor to the planning team for the proposed Miami -Dade County East-West Metrorail extension and the five station area
planning programs a part thereof and has completed urban design and zoning implementation plans for redevelopment projects
in the commercial center of Coral Springs, Florida and three industrial districts in the City of Winston Salem, North Carolina.

In the past year, Mr. Garcia has founded Richard Garcia & Associates, Inc. As principal for the firm, Mr. Garcia

TRAFFIC OPERATIONS DESIGN:
City of Sweetwater Phase III Stormwater MOT Design, Miami, Fl.
This project included the design and analysis for the Traffic Control Plans for the City of Sweetwater
Maintenance of Traffic. This project included a nine (9) phase MOT plan through a residential neighborhood
that would maintain access to land -locked properties and streets.

These projects included the design of a mast arm and/or span wire traffic signal design, with specification, pay -
items, maintenance of traffic and general notes. Design elements included signal timing plan (SOP), location of
signal heads and mast arms/strain poles by station -offset method, pavement markings, signage and controller
operations.

Advanced Street Name Sign-Districtwide, Miami, FI.
This project included the design of highway street name signs (i.e. NEXT SIGNAL SW 40`h STREET) for
approximately 30 signalized locations, generally in two directions. The use of DOT sign program, writing and
review of DOT standards, specifications and TEM (Traffic Engineering Manual) was utilized extensively.
Palmetto Guardrail Project —SR 826 from Miller Rd to Sunset Drive, Miami, FI.
This guardrail design project necessitated the preparation of a design exception that was prepared and approved
by the District Design Engineer. Roadway design plans were prepared with typical sections, pay -items,
specifications, traffic control, signing and pavement marking for a District letting.
Traffic Operations Improvements —Various Locations Miami, Fl.
This project included the design of signing, pavement markings, auxiliary lanes (i.e. left and right turn lanes) and
median channelization design and analysis. The preparation of a complete design contract letting package was
developed with contract plans, notes, specifications, etc.
TRAFFIC ENGINEERING STUDIES:
Traffic Operations Studies — FDOT District IV, FI.
This project included typical traffic studies to address operational and safety deficiencies. Of special interest to
this project is use of aerial photograph and videotaping of the location during peak periods. This service is
provided on VHS tape to the Department for a permanent record of the operating and safety conditions during
the study period. The Department can then use this media to demonstrate to the public existing conditions for
which the decision was based on.
Traffic Operations Studies — District VI, Fl.
This project included the study of traffic operational deficiencies and locations with high crash rates (i.e. Safety
Ratio exceeding 1.0). Additionally, traffic data collection such as ATR (Automatic Traffic Recorders) and TMC
(Turning Movement Counts) were performed as well as collision and condition diagrams. Macro and Micro
Traffic Model simulation were performed (i.e. Corsim's Netsim & Freesim, Synchro/SimTraffic). Optimization
of Signal Timing and Cycle Length calculation in addition to pedestrian crossing time, clearance interval and
dilemma zone determination.
Biscayne Blvd & 199th Street R/R Crossing, Miami, Fl.
This project included an in-depth microsimulation analysis of an at grade railroad crossing with preemption
signal timing and actuated traffic signal controller. This project pushed the limits of the traffic engineering
software as field conditions were modeled with controller algorithms exceeding CORSIM's limitations. Signal
timing optimization, geometric characteristics as well as the ordinary traffic volume data is only some of the data
analyzed. In-depth statistical analysis was performed to determine the back of queue during peak hour
preemption and signal recovery phases.
Intersection Analysis — Bird Road & Alhambra Circle, Miami, Fl.
This project included the study of an at grade signalized intersection with Synchro/SimTraffic to develop
operational and safety improvements. Additional analysis included safety ratio calculations, expected crash
value analysis and capacity calculations without modifying the existing median or removing trees. Various

service while improving safety.
PLANNING STUDIES:
NW 122 Street from West 17"' Ave to West 22" Court, Congestion Mitigation, Miami, Fl.
This project included the Master Planning activities of this subarea and corridor. FSUTMS modeling and traffic
forecasting was performed to determine future growth characteristics of the surrounding area and its implication
to the arterial street and SHS (State Highway System). Additionally, capacity impact analysis and planning level
cost estimating was presented to the Department's Scoping Committee for inclusion in the work program.
Kendall Drive Access Management Plan, Miami, Fl.
This project included the planning activities to determine the access management policy and classification of this
roadway. Geographic data as well traffic demand, capacity and speed data were all analyzed to determine an
appropriate Access Management classification for this transitioning area.
