On behalf of Courvoisier Centre, we are writing to express our opinion with regards to
the changes on the proposed Villa Magna development on 1201 Brickell Bay Drive.
Our major concern is for the 53 office tenants that occupy over 304,000 square feet on
the island, which contribute significantly to the city's economy. The complaint most
often heard by the building management is that traffic flow is extremely congested and
improved access times to and from Brickell Key should be addressed, as it is a major
concern.
While we are in favor of high -end residential development in the Brickell area, we
believe that traffic into and out of Brickell Key must not be comprised. In fact, we are
in favor of improvements to facilitate better traffic flow to and from Brickell Key.
We ask that when approving such high-rise developments the city consider the impact
to the traffic congestion that already exists in the area. At a minimum the city should
authorize the conversion of 8th street from a one-way road to a two-way road in order
to facilitate traffic in the area, which goes hand in hand with the much -needed changes
in the transit pathways of Brickell.

neighborhood. This would allow the building to have over 1,200 units instead of the
approved 375 and also have more than 1,400 parking spaces instead of the approved 550
spaces. In light of the dramatic increase in development along Brickell Bay Drive, I am
concerned that the large increase in traffic could hinder access to Brickell Key.
I would suggest that a traffic study be completed regarding the impact of such new
developments on Brickell Bay Drive and Brickell Avenue, and that any approval of FAR
bonuses for developments on these two streets be contingent on SW 8th Street becoming a
2-way road at Brickell, and on requiring such FAR bonuses to be much more limited in
nature.

am writing on behalf of One Tequesta Point Condominium Association to
express our grave concerns about the size and traffic impact of this project.
Specifically, it is our understanding that the developer is seeking FAR bonuses
significantly beyond those that have been given to other developments in the
neighborhood. This would allow the building to have over 1,200 units instead of
the approved 375 and also have more than 1,400 parking spaces instead of the
approved 550 spaces. In light of the dramatic increase in development along
Brickell Bay Drive we are concerned that the large increase in _traffic could hinder

We fully support the request from the Board of the Courts of Brickell Key that a
traffic study be completed to study the impact of such new developments on
Brickell Bay Drive, S.E. Eighth Street and Brickell Avenue. We also suggest that
any approval of significant FAR bonuses for developments on these two streets
be contingent on SW 8th Street becoming a 2-way thoroughfare from Brickell
Avenue to South Miami Avenue.

A RESOLUTION OF THE BOARD OF ONE TEQUESTA
POINT CONDOMINIUM ASSOCIATION REQUESTING
THAT THE CITY OF MIAMI POSTPONE APPROVAL
OF THE VILLA MAGNA PROJECT AT 1201
BRICKELL BAY DRIVE, SUBJECT TO THE
RESTRICTIONS PLACED ON THE PROJECT BY THE
CITY PLANNING AND ZONING BOARD, UNTIL
SUCH TIME THAT A TRAFFIC SUTDY TO
DETERMINE THE IMPACT OF THE DEVELOPMENT
HAS BEEN IMPLEMENTED AND THE CONVERSION
OF S. E. EIGHTH STREET TO TWO-WAY FROM
BRICKELL TO SOUTH MIAMI AVENUE IS A
REALITY IN THE NEAR FUTURE.

WHEREAS, it is well -documented that there is a great amount of traffic congestion at
the intersection of Brickell and S.E. Eight Streets; and
WHEREAS, it is also well documented that there is much congestion at the intersection
of Brickell Bay Drive and S.E. Eighth Street; and
WHEREAS, the requested number of units in the Villa Magna Project exceeds the
currently approved number of units by more than 300 per -cent; and
WHEREAS, the requested square footage of the building exceeds the currently
approved square footage with relation to lot size by more than 200 per -cent; and
WHEREAS, the addition of these 1250 units and almost 1500 parking spaces at the
Villa Magna Project will certainly increase the congestion at both of the above
mentioned intersections; and
WHEREAS, this additional congestion will significantly affect the residents and
businesses on Brickell Key;
THEREFORE BE IT RESOLVED, that the Board of One Tequesta Point •
Condominium Association implores the City Commission to show concern for the
impact the Villa Magna Project will have on S.E. Eighth Street from Brickell Key to
Brickell Avenue.
FURTHERMORE, the Board of One Tequesta Point Condominium Association
requests the City Commission to link the approval of the Villa Magna Project to the
completion of a traffic study to determine the impact of such a large development on
the already congested S.E. Eighth Street;

Re: Villa Magna Project
Dear Sir or Madam:
Our Unit Owners and Residents have expressed concerns in reference to the Villa
Magna Project and its impact on traffic for the residents of Brickell Key. The increase of
the square footage of units and the amount of parking spaces will dramatically affect
traffic for all residents.
The residents of the Brickeli Key Community will encounter traffic gridlock when exiting
and returning to their homes. By approving the petition the Commission will be affecting
the travel time of all Residents of Brickell Key due to an increase in traffic delays.
We ask that in consideration of all residents of Brickell Key that you reject the petition.
By rejecting the petition you will avoid a precedence for future projects.
Please reject the petition.

Brickell Bay Dr, We are writing on behalf of Brickell Key 11 Condominium Association
to express our concerns about the impact that this project will have on our island.
A project of this magnitude will certainly have a negative impact to Brickell Key and the
surrounding area. it will significantly increase, traffic, create more congestion and
possibly bring more crime to the area without providing any upside. The project would
also be blight to the skyline.
i do not see any justification for increasing the density zoning of this project, which
would also establish a dangerous precedent for future projects. Please register our
complaint in the strongest possible terms.

As you probably know, the Brickell Area Association is the "business voice" of the Brickell area and is in
favor of prudent development within the Brickell and West Brickell areas.
As an Association, we are also concerned about the impact the project will have on traffic in the area and
we hope the City will address that by "fast -tracking" the conversion of 8th Street to two-way. As an
aside, back in early 2003, the Brickell Area Association sent the City a resolution supporting the
conversion of 8th Street to two way. It's an plan our Association has been pushing for a number of
years.

To whom it may concern,
I represent approximately 300 residents in and around Brickell, Brickell Key and Brickell Bay.
Most of our clients are condo owners, and many are business owners. All for the most part live
in the area. We would also like to see our real estate values increase, and we are of the
consensus the Villa Magna will have an upward impact on prices. Thus, we support the project
and oppose any delays.
We do feel traffic is a concern in the area. We do not however feel that 8th street is the
developers issue, nor understand it to be legal to hold them hostage until such time as the City
of Miami addresses converting SW 8th St.
It is felt though by expressing our desire to the City to fast -track the new transportation plan
which is currently being undertaken by the Florida Depaitinent of Transportation to
resynchronize the traffic lights, increase traffic flow speeds and make SW 7th Street and/or
SW 8th Streets two way roads, we can commence the plan by early this Summer, well before
the new construction will take place.

CITY OF MIAMI PLANNING ADVISORY BOARD MEETING ON VILLA MAGNA
ON APRIL 21, 2004.
STATEMENTS OF BOARD MEMBERS:
MAX STRANG, DANA MANNER, ARVA MOORE PARKS
MR. STRANG:
We're giving more people access to this urban environment where they can walk
to get all of their needs taken care of so to speak. So the traffic doesn't bother me,
because as a growing city as we are, we are going to go through growing pains, but we do
need to offer these types of residential opportunities in these locations.....
.....This is an intense R4, which is a high density zoning district. This area has this
critical mass of housing. So it's already dense, and to me adding to this critical mass in
this particular location is beneficial to the greater good of the neighborhood.....
MR. MANNER: There are a number of issues that came up here that were brought up
by people who are opposed that live in the neighborhood.... It had to do primarily with,
my take, three different areas and those had to be traffic, density and to quality of life
issues.
....I echo Max's feelings about the addition of density to the area, I think is appropriate,
because the Brickell Avenue area is our very high density residential neighborhood that
is in close proximity to downtown, and if we don't build out and take advantage of that
ability to use that density in a place where I think it's appropriate, where else should we
do it in town. I think this is the appropriate place to have very highly dense populations.
I've seen a lot of favorable mitigation of many other elements of this project versus the
prior... that in my mind balance out against the potential negative impacts of additional
traffic caused by the additional density of the building.
We hear people talking that live in the neighborhood who say that they drive three
blocks. Well, that's fundamentally the issue. If people are unwilling to walk three
blocks to go to work, that's going to change by virtue of density, .... I think that's a
change that has to come along with increasing the level of density and urban residential
neighborhoods like in the Brickell....
MS. PARKS ..... I think this is the better design than the previous ones. I want to
thank you for figuring out the flood plan, or whatever it's called, to get those retails
down on the street. I live in this neighborhood. I'm very familiar -- I'm very sad when I
drive up Brickell Bay Drive, because of the proliferation of parking garages and no retail
and there's really no one on the street, and that's what we want to have. I hope the retail
will get more people on the street..... But I actually think it's a wonderful job of hiding
the parking garage, which has become my big thing. So I do support it.
