Kittelson has reviewed the Traffic Impact Study for the 'Onyx 2 Condominium' development,
submitted by Jackson Ahlstedt (April 2004). The Onyx 2 Condominium site is located east of
Biscayne Boulevard on NE 28th Street. The development includes 122 condominium dwelling
units.

The analysis included:
• Biscayne Boulevard/NE 28th Street intersection; and
• Biscayne Boulevard between NE 22nd Street and NE 33`d Street.
The Biscayne Boulevard/NE 28th Street intersection fails under existing conditions. No
improvements have been recommended to mitigate the operations at this location.
Biscayne Boulevard is estimated to operate at a person level of service "C" under future forecast
traffic conditions.
There are a number of concerns with the traffic analysis, as outlined in the sections below.

Scope of Report
Comment #1: Additional intersections may he impacted by the proposed development and should
be considered.
Existing Conditions Analysis
Comment #2: The applicant refers to the Miami -Dade County Traffic Control Center signal
timing. Please provide timing sheets as an Appendix so that the signal analysis may be reviewed.
Comment #3: Please verify that the intersection analyzed is the Biscayne Boulevard/NE 28th
Street intersection. The analysis worksheets in the Appendix refer to the Biscayne Boulevard/NE
25th Street intersection.
Comment #4: Manual turning movement counts should not be adjusted to by ADT factors — they
are existing peak hour counts and need no adjustment. The turning movement counts recorded on
March 31, 2004 should be used for the Biscayne Boulevard/NE 28th Street intersection analysis.
Comment #5: The intersection analysis should be updated to accurately reflect one left -turn lane,
one through lane, and one shared through/right-turn lane for the northbound and southbound
approaches at the Biscayne Boulevard/NE 28th Street intersection.
Comment #6: The eastbound and westbound approaches currently operate over capacity. No
mitigation has been recommended to return this intersection to acceptable operations.
Comment #7: The 24-hour machine counts taken on March 29, 2004 should be used for the
arterial analysis along Biscayne Boulevard, as these counts are current, rather than factoring
counts from 2002. In addition, count station 5056 (the count station used for the analysis) is not
within the study area_ This adjustment would result in an ADT of approximately 42,430 vehicles
per day and a maximum peak hour directional volume of 2,165 vehicles per hour (vs. 2044 used
in the analysis), although the resulting level of service is still "B" during the weekday a.m. and
p.m. peak hours.
Comment #8: Table 7 provides a directional distribution along NE 28th Street east of Biscayne
Boulevard in the a.m. peak hour of 50% eastbound and 75% westbound. Please correct this
distribution.
Trip Generation
Comment #9: Please verify that the development only consists of residential condominium
dwelling units and does not include office space as referred to on Page 20, paragraph 1.
Future Conditions Analysis Without Project
Comment #14: Please clarify that the growth added to the existing traffic is 2% plus in -process
traffic, versus 2% assumed to include in -process traffic.
Cornment #11: The March 31, 2004 turning movement counts should have the growth rate and
in -process traffic applied to obtain 2006 forecast turning movement counts at the Biscayne

mitigation has been recommended to return this intersection to acceptable operations.
Person -Trip Capacity Analysis
Comment #16: The person -trip capacity was calculated using volumes from Count Station 5056,
which is not within the study area. Two more appropriate traffic volume alternatives include data
from count station 5058, which is within the study area, or adjusting the March 29, 2004 machine
counts by a 2% annual growth rate plus the additional in -process traffic.
We currently find the traffic impact analysis for the 'Onyx 2 Condominium' development
insufficient and requires those corrections listed above.
