Transportation Facility LOS Analysis

INTRODUCTION
A level of service analysis was conducted using the City's person trip methodology and
criteria established in the adopted Volume 1 of the Miami Comprehensive Neighborhood
Plan dated March 2004.
The proposed project has potential impacts on four transportation facilities in or immediately
in contact with the study area,
The transportation facilities are defined by the following roadways:
• SE/SW 7th Street
• SE/SW 8th Street
® Coral Way
• Brickell Avenue
• Miami Avenue
• SW 1st Avenue
• SW 2nd Avenue
These roadways are supported by an extensive transit system including MetroBus and
MetroMover routes as well as MetroRail.
YEAR 2009 VOLUME TO CAPACITY RATIOS
Tables D-1 a and D-1 b present an analysis of the year 2009 volume to capacity ratios
provided by each of the transportation facilities.
Roadway vehicular capacities were based upon Tables 4-4 and 4-7 of the Florida
Department of Transportation 2002 Quality/Level of Service Handbook.
Person trip volumes and mass transit capacities were taken from data contained in the
Downtown Miami Development of Regional Impact Increment II dated March 2003
("Downtown DR1').
Maximum allowed volume to capacity ratios (v/c) are based upon Policy TR-1.1.2 of the
adopted Volume 1 of the Miami Comprehensive Neighborhood Plan dated March 2004.
As can be seen from Table D-1, the existing facilities currently operate with volume to
capacity ratios which are less than the maximum allowable.

PROJECT TRAFFIC
Tables D-2a and D-2b present project traffic and mass transit ridership based upon PM peak
hour project traffic.
The project site is located in Traffic Analysis Zone (TAZ) 573. The cardinal distribution of
the traffic within TAZ 539 was obtained from Miami -Dade County. The distribution is as
follows:
North -Northeast 18.87%
East -Northeast 6.03%
East -Southeast 4.21 %
South -Southeast 0.96%
South -Southwest 4.89%
West -Southwest 25.77%
West -Northwest 17.82%
North -Northwest 21.46%
Using this trip distribution, the project trip assignment was determined. This is shown in
Figure D-1.
YEAR 2009 VOLUME TO CAPACITY RATIOS WITH THE PROJECT
Tables D-3a and D-3b present an analysis of the future year 2009 volume to capacity ratios
with the project.
Roadway vehicular volumes and mass transit volumes were determined by adding the data
from Tables D-1a or D-lb (Year 2009 Without Project) and Tables D-2a or D-2b (Project
Traffic).
As can be seen from Tables D-3a and D-3b, it is estimated that all transportation facilities
will operate with volume to capacity ratios which are Tess than the maximum allowable in the
year 2009 with the project.
