HomeMy WebLinkAboutPre-Application Design CommentsC I T Y 0 F M I A M PLANNING AND ZONING DEPARTMENT PRE -APPLICATION DESIGN REVIEW COMMENTS MAJOR USE SPECIAL PERMIT PREMIERE TOWERS BRICKELL VILLAGE 29-59 SW 9TH ST. 5-18-04 The following comments represent the unified vision of the Pre -Application Design Review Committee, which consist of all staff members in the Urban Design and Land Development Divisions. COMMENTS: The following comments are being made in an effort to develop projects to their highest potential and make a significant contribution to improving the quality of our built environment with great architecture and urban design. Context • The committee appreciates the submittal of the site photographs, context plan, survey and aerial photograph, in order to understand the project's relationship to its surroundings. The inclusion of the Mary Brickell Village site plan is useful in understanding the project's relationship to that development. • In the next submittal, please include the ground floor treatment including curb cuts, Landscaping, and any other proposed improvements to the streetscape and public right of way. Consider providing a similar treatment as the Mary Brickell Village streetscape along SW 9'h St., in order to create a harmonious relationship between both projects. Submittal The committee appreciates the submittal of this project at an early stage in order to provide comments as the design is still being developed. In order to provide a complete set of comments, please include the following drawings in the next submittal: - Elevation drawings of the north and west sides of the building, - Elevation drawing details, showing the south and east elevations at the street level, at a scale no less than 1/8"=1', in order for the committee to review the building's impact on the pedestrian realm. - Landscape plan that specifies the species (common and botanical names), sizes (height x spread and/or container size) at time of planting, quantities, and proposed locations of all plant materials, existing and proposed. The landscape plan shall include planting details and planting specifications. - Tree survey and a tree disposition plan indicating which trees are to remain, be removed or be relocated. The tree disposition plan shall illustrate the location of any overhead or underground utilities, the location of the proposed new construction, and the new locations of existing trees to be relocated on site. It is our intention with these comments to aid in expediting Special Permit applications with your voluntary efforts in making the necessary changes; thereby, avoiding any preventable delays particularly prior to a project's submission to the Large Seale Development Committee or the Urban Development Review Board. 1 Urban Design The committee would like to compliment the applicant on the positive urban design features of the project, including: • The provision of continuous retail and lobby space at the ground floor level on South Miami Ave. and SW 9'h St. • The inclusion of only one entry and exit into the garage, located opposite the loading and ramping for the Mary Brickell Village project, • The internalizing the loading bays within the garage. However, confirm with the Public Works Department to ensure that the loading bays are of adequate size and that loading vehicles can maneuver properly within the garage. • The provision of live -work units lining the garage for its entire height along S Miami Ave_ and SW 9'h St. Tower Design Consider integrating the architecture of the two glass towers with the orthogonal base so that the building's elements become more unified in appearance. Floor Area Ratio • Confirm the FAR calculations with the Zoning Department. • The FAR bonuses for the Brickell area have been modified recently and approved by the City of Miami Commission. In order to receive the PUD bonus, public amenities are required, and the affordable housing bonus is tied to a requirement about minimum unit sizes. Confirm these requirements to ensure that the project qualifies to receive them. It is our intention with these comments to aid in expediting Special Permit applications with your voluntary efforts in making the necessary changes; thereby, avoiding any preventable delays particularly prior to a project's submission to the Large Scale Development Committee or the Urban Development Review Board. 2
