FIU for Independent Technical
Support to the Overtown Area
RECOMMENDATION
It is respectfully recommended that the City Commission adopt the attached Resolution
authorizing the City Manager to execute a Professional Services Agreement, in substantially the
attached form, with Florida International University (FIU) to provide technical support services to
leadership groups in the community of Overtown for transportation -related projects in an
amount not to exceed $57,000, through June 31, 2006.
BACKGROUND
Due to planned transportation projects impacting the Overtown Community, the residents have
expressed a desire to offer input into the development of these projects. Additionally, there is
little public understanding about the need for these projects and the benefits that the community
may receive once these projects are constructed. Therefore, the Metropolitan Planning
Organization Governing Board, at its October 23, 2003 meeting, requested that the FDOT
initiate a community outreach program. The City and FDOT determined that it would be in the
best interest of the general public and the citizens of the City to enter into a Joint Participation
Agreement (copy attached) for these services.
The Professional Services Agreement allows the City to contract with FIU to provide technical
suppport to the Overtown Community. FIU, a State funded institution, is exempt from all
competitive bidding procedures subject to approval by the City Commission per Section 18-112
of Article III, City Of Miami Procurement Ordinance. These services will serve an integral role in
supporting the Overtown Community, the State and local governments.
The above -mentioned services will be funded from the new special revenue fund entitled
"Overtown Technical Support Fund", approved by Resolution 04-0565, which consists of grant
funds from the Florida Department of Transportation (FDOT) in the amount of $60,000. The
City will utilize 5% of the grant funds to administer the Project. The Professional Services
Agreement will provide funding in the amount of $57,000 to FIU for the above -mentioned
services.
FISCAL IMPACT
This action will have a positive fiscal impact on the City as the funding is a contribution from
FDOT. Five percent (5%) of the funding, which is $3,000, will be utilized by the City for
administrative expenses and $57,000 will be utilized for the provision of services by FIU.
