HomeMy WebLinkAboutcover memoCITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM Honorable or -and Members OCT 12 2004 TO : ihe Cit Commission "��' DATE : FILE : SUBJECT : — Sole Source Training and Maintenance Software, Services, FROM :REFERENCES : ENCLOSURES: Resolution on GIS ESRI lef Arriola Administrator / City Manager Recommendation It is respectfully requested that the City Commission waive the requirements for competitive sealed bids and approve the attached resolution authorizing the City Manager to execute a Master License Agreement, deemed a Sole Source, with Environmental Systems Research Institute, Inc. (ESRI), a non -local, non -minority vendor for the purchase of Geographic Information Software (GIS), based software licenses, training, services, maintenance and product support for the following ESRI products which include, but are not limited to: Arclnfo, Arclnfo Workstation extensions (ArcNetwork, AreCOGO, and ArcScan), ArcEditor, ArcGIS Server, ArcGIS Server extensions (Spatial Option, 3D Option and StreetMap Option), ArcSDE, ArcGIS Schematics, NetEngine for an initial Fiscal impact of $100,000 and an amount not to exceed $780,000 over a Five (5) year period. Funds are allocated from ITD Strategic Revenues, other various CIP accounts, Grants and the operating budgets of various user departments. Background The City of Miami is in need of acquiring products and services that will allow for the display, use and application of GIS information to support the City of Miami Enterprise solutions such as Land Management, Computer Aided Dispatch (CAD), ERP, E-Team as well as census, demographic and general mapping information. This ESRI GIS Software allows for displaying and retrieving data, management reporting, decision support, and manipulation of information through a graphical format for presentation on the City of Miami to its Departments and Citizens via the intranet, intemet and as hard copy maps. Departments within the City which will benefit from the organization, development and presentation of this GIS Information directly include, but are not limited to Building, CIP, Code Enforcement, Community Development, Economic Development, Employee Relations, Finance, Fire, NET, Parks, Planning, Public Works, Police, Solid Waste, Transportation and Zoning. An example of a GIS Application would be an on-line Zoning GIS-based Atlas containing Planning and Zoning data. On March 3rd of 2004, the City of Miami issued RFP No. 03-04-072 for Professional Services to Define an Enterprise GIS Architecture and Implementation Plan to assist the City in defining and addressing these GIS related needs. The result of this RFP process was a three year Enterprise GIS Plan created by EarthData International that made recommendations for the purchase of GIS Software and Infrastructure in order to meet the needs of thirteen (13) different Enterprise applications including ERP, Land Management (LM), Computer Aided Dispatch (CAD), Emergency Management Software (E-Team), Public Safety support, and Reporting and Analysis services. The Enterprise Plan defined the need for the city to procure ArcSDE, ArcIMS, Arclnfo, ArcEditor and ArcView application software in order to properly support these applications. -1- Honorable Mayor and Members of the City Commission Environmental Systems Research Institute, Inc. Page 2 of 2 Using ESRI Products, the City of Miami has created and developed a wealth of GIS maps, layers and data for the last decade and though this process our employees have developed in-house expertise and knowledge in using ESRI tools. The finding of EarthData's study was that the City of Miami should create a centralized Enterprise GIS framework, utilizing existing resources and skills, in order to meet future GIS needs. In order to create this Enterprise GIS Framework, the City will need to invest in additional ESRI Software, Services and training. The GIS Enterprise Plan provided an in-depth inventory of its existing ESRI software, GIS Layers and maps and personnel skills. The GIS Plan further pointed out that GIS Components such as ArcSDE, ArcIMS and Arclnfo were critical to the success of the City of Miami in the renewal of our Enterprise Applications and GIS systems. To date the GIS personnel and resources of the City have been decentralized and spread throughout many departments. This has created a segmented, hard to maintain and difficult to access GIS informational environment which does not suit the present needs of City. By investing in the above mentioned ESRI GIS Based Tools and Applications and following the GIS Enterprise Plan, the City of Miami can provide the foundation for a centralized GIS environment to supply data and applications for employees and citizens use. ESRI, the recognized world leader in GIS software and technology, is currently utilized by US Government Agencies, the State of Florida and many local municipalities to provide their mapping and GIS application needs. ESRI has been a recognized City of Miami partner for over a decade, as indicated by the many maps, documents and applications used by the City and its Citizens in our everyday course of work. The Information Technology Department recognizes the need for continuing to develop and maintain this GIS System and its infrastructure and thereby submits this resolution for Commission approval. The Chief Procurement Officer has deemed that Environmental Systems Research Institute, Inc. (ESRI) is the manufacturer and sole source provider of these software applications for licensing, re -licensing, maintenance, upgrade service, training and product support of the above mentioned Products.
