LLNCLOSURES: RECOMMENDATION It is respectfully recommended that the City Commission adopt the attached Resolution authorizing the purchase and installation to include maintenance of the following 911 System Enhancements for the Department of Police, 1) Positron Life Line 100 ANI/ALI Controller, consisting of items listed in the attachments, from BellSouth Telecommunications, Inc., ("BellSouth"), a Miami -Dade County/Non-Minority vendor, located at 7650 N.W. 19 Street, Miami, FL 33126, awarded under an existing Broward County Request for Letters of Interest (RLI) No. 022300-RB, subject to further extensions or replacement contracts by Broward County, In an amount not to exceed $1,769,276; further authorizing the City Manager to execute a maintenance agreement, in substantially the attached form, in an annual amount of $160,368, for a period of 60 months. 2) Upgrade the existing Definity telephone system and Install a Computer Telephony Interface (CTI), from Avaya Inc., a Miaml-Dade County/Non-Minority vendor, located at 8400 Doral Boulevard, Miami, FL 33166, awarded under an existing State of Florida Contract No. 730- 650-99-1, effective until February 16, 2005, subject to further extensions or replacement contracts by the State of Florida, in the en amount not to exceed $266,855, plus maintenance in an annual amount of $24,000. Funding is available from the E91 1 Operating Budget, Account Code Nos. 196003.290531.6.840 ($2,036,131), 196002.290460.6,510 ($160,368), and 196003.290531.6.670 ($24,000). BACKGROUND Currently, the Miami Police Department 911 Call Center, which receives emergency calls and dispatches emergency response personnel for both the Police and Fire Departments, is obsolete, technologically constrained and non -compliant with the Federal Communications Commission's Phase 11 Wireless 911 Services Technology mandate. This Phase II Wireless 911 Services Technology allows transmission and application of accurate location data for 911 calls from cellular telephones to 911 Call Centers. Although the location data are available from wireless service providers, the Miami Police Department 911 Call Center currently does not have the necessary equipment to receive and interpret this critical Information. This situation degrades the emergency services that the Miami Police Department and the Fire Department provide to the citizens of Miami, as the location of wireless callers Is not available to the 911 Call Center. This creates unacceptable delays in deploying emergency response personnel to meet the needs of the citizens in extremely critical emergency situations. The Honorable Mayor and Members of the City Commission Page 2 Proposed Resolution; 911 System Enhancements from BellSouth and Avaya, Inc. The requested enhancements required for upgrading the current Miami Police Department's 911 Call Center capabilities, as well as, the back-up Call Center at the City of Miami Fire College, will be provided by Avaya, Inc., and BellSouth. Avaya, Inc., will be responsible for upgrading the existing Miami Police Department 911 Call Center telephone system and the Call Management Server, which routes incoming 911 calls to Internal call takers and maintains critical management data. Avaya, Inc., will install the Computer Telephony Interface (CT!) components, which allow integration of the 911 telephone environment with specific computer software designed to provide 911 call takers significantly increased information resources. The Avaya, Inc., upgrades are necessary to provide the appropriate Interface to install the equipment to receive and interpret the data mandated by the Federal Communications Commission Phase II Wireless 911 Services Technology. These upgrades will allow the functionality needed for total systems integration within the 911 Call Center. Utilizing the upgraded communications facilities, BellSouth will install the Positron Life Line 100 ANI/ALI Controller. This controller will detect all incoming 911 calls; decode the Automatic Number Identification (AN!) (a digital display of the telephone number of the incoming 911 call) as well as, triggering an Automatic Location Identification (ALI) database search. The Automatic Location Identification process provides a display of the name, address, city and other descriptive Information associated with any Incoming 911 call. The "back-up" center for the Miami Police Department's 911 Call Center at the Miami Fire College, will be designed along similar Tines and will encompass the same enhanced capabilities. The facilities at the Fire College are included in this contract proposal. FISCAL. IMPACT: None, funds for the aforementioned purchases available in the E911 Operating Budget. �C •� , , r1 /I
