Blvd. Miami, Florida 33166 (305) 639-4262 The purpose of this project is to upgrade the existing Definity telephone system and the Call Management Server (CMS). This upgrade is necessary for the continuation of maintenance and support services, and to provide the interface for the selected 911 Controller needed for Phase 2 Compliance (FCC mandate requires wireless network providers to identify the location of a cellular caller to a 911 center). The existing communications platforms are: 911 Center: Definity G3si Release 7, CMS R3V6, and Intuity Audix R3.2 Fire College: Definity G3si Release 3 This project will be implemented in 3 stages: • Phase 1 will include the upgrade of the Avaya platforms. o Site 1 — 911 Center o Site 2 — Fire College • Phase 2 will be the integration of the G3Si to the new 911 equipment (Positron) and the migration of the BellSouth facilities to ISDN-PRI service. • Phase 3 Futures — evaluate the Fire College as a potential back-up to the 911 center. Phase 1 Proiect — This phase will address the following: • An upgrade of the Definity G3SI systems to the Definity G3si communications server with current software release Communications Manager 2.1 • Installation of new VAL Announcement Board • An upgrade of the CMS to CMS R3V 11 SunBlade server • Installation of Computer Telephony Interface (CTI) components Phase 1 Activities - Site # 1: 911 Center 1. The Definity G3S1 will be upgraded between 2 a.m. and 5 a.m. on the chosen day. Pre-cutover activities will include: • Approximately two weeks prior to cutover, translations from existing G3si will be saved to flash card and sent to the STS for conversion. Software freeze date begins. Cutover activities will include: • Preparation of the wallfield and cabling to the SmartJack in the switch room • Design and input of the software necessary for the Definity G3si communications server software • Install new circuit cards including: VAL, CLAN, Maintenance Test • Testing of all trunks • At this phase, all existing 911 facilities will be reused. All the DSO circuits from the D4 channel banks will be tested for service and availability 2. The upgrade of the Call Management Server (CMS) to software V 11 • A new Sun Blade 150 platform server will be installed prior to cutover • A C-LAN connectivity to Definity will be installed and tested • Avaya CMS Provisioning will remotely enable the new CMS a few days before cutover • Avaya CMS Professional Services will migrate existing data from the present CMS to the new CMS on the night of the cutover. 3. The installation and implementation of a LAN in a closed network environment to support the connectivity between the Definity G3si communications server and the CMS. This segment could be integrated into the Police's main network. Phase 1 Activities — Site # 2: Fire College 1. The Deflnity G3S1 will be upgraded between 2 a.m. and 5 a.m. on the chosen day. Pre-cutover activities will include: • Approximately two weeks prior to cutover, translations from existing G3si will be saved to flash card and sent to the STS for conversion. Software freeze date begins. Cutover activities will include: • Preparation of the walIfield and cabling to the SmartJack in the switch room • Design and input of the software necessary for the Definity G3si communications server software • Replace existing control carrier with EPN carrier. • Install new circuit cards including: VAL, CLAN, Maintenance Test • Testing of all trunks Phase 1 Project Management Project management activities will include: • Site visits • Vendor meetings • Scheduling of activities and establishing timelines • Review of expectations • Assignment of responsibilities • Resource scheduling of technicians, Software designers, Professional service consultants, and Trainers • On -site support for First Day of Business I. Technicians to resolve hardware and connectivity issues 2. Software support to update the software if necessary 3. Project Manager to coordinate necessary activities • Walk through with customer to determine punch list items • City of Miami has requested a 30-day acceptance period • Project Acceptance and Completion Phase 1 Responsibilities 1. Avaya is responsible for: a. Designing the system upgrade components b. Scheduling the PSO consultants c. Negotiating the order d. Provisioning the equipment e. Coordinating the activities with the implementation teams, f. Updating the Avaya post -warranty maintenance coverage with new warranty coverage on the applicable servers, g. Invoicing the completed phases of the project 2. Avaya will perform: a. The installation services b. The Professional services c. The support for Maintenance 3. City of Miami will provide: a. Purchase Order for the upgrade b. Access to the building for the installation team. c. Implement a reroute of the 911 calls during the cutover Phase 1 Training 1. All training will be held at the AVAYA Doral Facility and is a custom class for City of Miami that will consist of 2 weeks, for 5 people. Please refer to the enclosed training proposal for the breakdown of classes and curriculum. Phase 2 Project This phase will include: • The integration of the DEFINITY G3SI COMMUNICATIONS SERVER to the Positron • The migration of the Administrative lines from the fiber link to ISDN-PRI service • The deployment of 8400 series sets in the Communications Center Phase 2 Activities • Avaya will wire the Communications Center with new wiring to support the installation of the new CallMaster VI's and the 8434 sets. • Avaya will install the circuits, program, and test the T1's along with the associated telephone numbers. The vectors associated with these administrative lines will be verified and tested for accuracy • The 2 existing TN767's circuit packs and one of the new TN2313's will be used for the connectivity to the Definity. Four new integrated 120A CSU's will be included to support up to 4 TI's. • The existing D4 channel banks will be disconnected and packed for disposal by the City of Miami Police department. • Installation of new POSITRON System by BellSouth to take place prior to cutover of Positron for testing purposes (specific number of weeks should be allocated for testing). • The 911 trunks will be installed in the new 911 System. I. 15 Police Department trunks 2. 7 Fire Department trunks Phase 2 Activities — cont. • Computer Telephony Interface (CTI) application will be implemented with an Avaya CTI specialist and BellSouth/Positron personnel • The new Dictaphone Call Recording solution will be integrated to the 911 Communications Center System. Per the information provided by Dictaphone, the new Recording system will provide: 1. Trunk side recording 2. Station side recording 3. Radio recording • Avaya will program a new ACD group mirroring the existing Call Center. This new group will be used to test the Positron integration. • Two 24-port digital station card will be included to provide 48 new digital station ports that in the "2-wire" mode. • During the night of the cutover, all traffic will be routed to another facility to avoid service failure to callers • Once all applications and connectivity has been re-established, testing will begin as specified in the jointly developed test plan. System Design Specifications The system will be configured to support the following configuration. Police Positions: • The Police Call Taker position will function in an ACD mode, with the Skills Routing to distribute calls. • Positron has confirmed that the CTI software on the Police Call Taker desktop will provide incoming calls identifications and information: 1. ANUALI on the 911 trunks 2. Caller ID on the ISDN-PRI Administration trunks 3. VDN identification • Each Police Call Taker position will also be equipped with an 8434D voice terminal that will be available for intercom calls and which can be used for back-up purpose in case of a failure in the CTI. • At the CallMaster VI position, the Dictaphone Recording solution will record via the headset interface provided by Positron. This unit called the "satellite box" will also provide a plug -prong jack for the headset. Fire Positions: • The Fire Call Taker positions will function in a square environment where all incoming lines will appear at all positions. The CTI display will provide 40 buttons at each position. • There lines are: 7 911 lines 4 579-6231 1 579-6275 1 579-6276 1 579-6245 1 3300 — Ring down circuit • Each Fire Call Taker position will also be equipped with an 8434D voice terminal that will have the same "bridged line appearances" as the CallMaster VI and which can be used for back-up purpose in case of a failure in the CTI. • At the CallMaster VI position, the Dictaphone Recording solution will record via the headset interface provided by Positron. This unit called the "satellite box" will also provide a plug -prong jack for the headset. • • At the 8434D position, the Dictaphone Recording solution will record via the existing headset interface. Phase 2 Responsibilities 1. City of Miami Police will identify and provide all the pertinent telephone numbers and associated user information 2. Avaya will install and program the facilities and the voice terminals. Station user training will be provided to the staff on the 8400 series sets. 3. Avaya will wire the Communications room to supoort the deployment of the Definity sets. 4. BellSouth/Positron will provide station user training on the CallMaster VI to the 911 positions. Customer and AVAYA will do a walk through and determine any punch list items for Project acceptance and completion. Phase 3 -Futures Evaluate the DEFINITY G3SI COMMUNICATIONS SERVER at the Fire College as a backup site for the Main 911 Center. Maintenance Support In order for Miami Dade Police Department to ensure coverage of the system and all its components, it will be necessary to sign an AVAYA post warranty maintenance contract for 4 years. The terms of the contract are covered under the State of Florida contract which stipulates 7x24 coverage for $3 per port and this price is inclusive of adjuncts such as CMS and Intuity. It is estimated that the price for coverage will be $2000.00 per month for both switches but AVAYA reserves the right to review and adjust the contract on a yearly basis to take into account ports added or subtracted.
