HomeMy WebLinkAboutagreement E attachment1ATTACHMENT 1 SYSTEM DESCRIPTION 1 Background Broward County is responsible for providing E 9-1-1 Telephone Systems for ten (10") Public Safety Answering Points (PSAP), two (2) Back-up Centers and two (2) Secondary PSAP. All systems, but, two (2) are Positron E 9-1-1 Telephone Systems. A new Back-up Center is under development to support the E 9-1-1 Telephone System al the Public Safety Building. The PSAP's require either a new. replacement or upgraded/enhanced system. All new and replacement systems must be�ust intelly rfacered, withtthe exstingtested other E 9--let equipmet a nt, s acceptance plan. All, systems which includes the Computer Aided Dispatch (CAD) system, Logging Recorders, System Clock, Teletype Deaf Device (TDD) and headsets. Prior to the systems replacement or upgrade/enhancement, Contractor will be responsible to provide maintenance service and support under a maintenance agreement. The County is responsible for funding each PSAP with the most state-of-the-art E 9-1-1 equipment to serve the communities for the public health, safety and welfare. The Positron Phrend is no longer supported by contractors, therefore, it warrants replacement of the systems at the Broward Sheriff chPSAP B ASAP. Based upon the Federal Communications Commission (FCC) Wireless Phase 1 compliance requmber Portability, the Positron Lifeline systems and all new system and Local N ade or enhancement o meet the demands to accept the wireless systems will require an upgrade calls. 1.2 GENERAL The objective of this Agreement is to provide the most state-of-the-art equipment to meet the PSAP's demands. In the cases whereby the system must be replaced or installed as a new system. Contractor will be required to provide service in a manner that is not disruptive to the existing operations of the PSAP that serves the public. Where the existing equipment is a Positron Phrend, the equipment is obsolete, therefore, must be fully replaced with a new system. The existing Lifeline 100 systems, in most cases, will require an upgrade 1 enhancement of the software an ior hardware in storder darto provide compliance for the FCC Phase 1 Wireless and Local Number Portability 1 E911Sys Des, July 16, 2001 ATTACHMENT 1 SYSTEM DESCRIPTION An overview of each of the current systems is as follows: 1.2.1 BROWARD SHERIFF PSAP/FIRE RESCUE SECONDARY PSAP This system is a Positron Phrend with twenty-two (22) positions and nineteen (19) trunks and is located at 2601 W. Broward Blvd., Fort Lauderdale. The system needs to be replaced with a Positron IAP Plus configuration. Maintenance will need to be continued until such time that the system is fully replaced and system acceptance has been reached. Contractor will be responsible for providing the electrical, mechanical and building modification requirements to the County based upon the Positron system specifications. The County will provide a complete equipment room based upon these specifications. The replacement system must operate in parallel with the existing Phrend system until the new system has reached a full system acceptance. 1.2.2 BROWARD E 9-1-1 BACK-UP CENTER A Broward E 9-1-1 Back-up Center is being developed to support the Broward Sheriff s Office PSAP and Broward County Fire Rescue Secondary PSAP which will be located at 201 N.W. 84 Avenue, Plantation. Currently. the Broward E 9-1-1 Back- up Center is located at 201 S.E. 6 Street, Fort Lauderdale. This will be a new system and should be a Positron IAP Plus with twenty-two (22) positions planned. Contractor will be responsible for providing the electrical, mechanical and building modification requirements to the County based upon the Positron system specifications. The County will provide a complete equipment room based upon these specifications. Contractor will order the Positron system, install, test and activate the system. County and Contractor will jointly perform a systems acceptance. 1.2.3 COCONUT CREEK This system is a Positron Lifeline 100 with four (4) positions and three (3) trunks. It is located at 4800 W. Copans Road, Coconut Creek. The system will require an upgrade/enhancement to meet Phase I and Local Number Portability compliance. 1.2.4 CORAL SPRINGS This system is a Positron Phrend with nine (9) positions and eight (8) trunks. It is located at 2801 Coral Springs Drive, Coral Springs. The system needs to be replaced with a Positron configuration. Maintenance will need to be continued until such time that the system is fully replaced and system acceptance has been reached. The City will provide a complete equipment room based upon these specifications. The replacement system must operate in parallel with the existing Phrend system until the new system has reached a full system acceptance. 1.2.5 DEERFIELD BEACH SECONDARY PSAP This system is a Positron Lifeline 100 with two (2) positions and four (4) trunks. It is currently located at 928 E. Hillsboro Blvd., Deerfield Beach, but, expected to be moved to a new address, location to be determined. The system will then be replaced with a new Positron . Contractor will be responsible for providing the electrical, mechanical and building modification requirements to the County based upon the Positron system specifications. The City will provide a complete equipment room based upon these specifications. The new system will be installed, tested and cutover to the new location when the city takes occupancy of the new facility. 1.2.6 FORT LAUDERDALE This system is a Positron eight (8) position IAP Plus and three (3) position Power 911 configuration and has ten (10) trunks. It is located at 1300 W. Broward Blvd.. Fort Lauderdale. The system will require an upgrade/enhancement to meet Phase I and Local Number Portability compliance. 1.2.7 HOLLYWOOD This system is a Positron Lifeline 100 with eleven (1 1) positions and eight (8) trunks. It is located at 3250 Hollywood Blvd., Hollywood. The system will require an upgrade/enhancement to meet Phase l and Local Number Portability compliance. 1.2.8 MARGATE This system is a Positron Lifeline 100 with five (5) positions and three (3) trunks. 1t is located at 5790 Margate Blvd., Margate. The system will require an upgrade/enhancement to meet Phase I and Local Number Portability compliance. 1.2.9 OAKLAND PARK This system is a Positron LifeLine 100 with four (4) positions and four (4) trunks. It is located at 301 N.E. 38 Street, Oakland Park. The system will require an upgrade/enhancement to meet Phase 1 and Local Number Portability compliance. 3 E9l1Sys Des, July 16, 2001 ATTACHMENT 1 SYSTEM DESCRIPTION 1.2.10 POMPANO BEACH This system is a Positron Lifeline 100 with four (4) positions and four (4) trunks. It is located at 100 S.W. 3 Street, Pompano Beach. The system will require an upgrade/enhancement to meet Phase 1 and Local Number Portability compliance. 1.2.11 SOUTH BROWARD BACK-UP CENTER This system is an AT&T "J-Cabinet" with six (6)positions and eight (8) trunks. It is currently located at 2600 Hollywood Blvd., Hollywood, but, expected to be moved to a new location, lobe determined. Contractor will be responsible for providing the electrical, mechanical and building modification requirements to the County based upon the Positron system specifications. The City will provide a complete equipment room based upon these specifications. The system will then be replaced with a new Positron 1AP Plus.
