STATEMENT OF WORK (SOW)
A. INTRODUCTION
This Statement of Work (SOW) defines and facilitates County's and Contractor's
involvement in the tasks and objectives required to successfully implement the Project
referenced by the Agreement of which this Exhibit is an included part.
A phased approach is being used on this Project. Accordingly, this SOW document applies
to the Project that corresponds to the entire Project as defined in the base Agreement. As
each new phase reaches a point of design mutually agreed to by County and Contractor, an
amendment -to -Agreement together with an associated SOW for that new phase will be
prepared and submitted for Board approval.
B. GENERAL
Contractor, with identifiable work elements provided by County, shall engineer, furnish,
install and test each Project. A general description of the currently existing system at each
Public Safety Answering Point (PSAP) and the Project replacement or enhancement/upgrade
to be implemented is provided in Attachment 1 to this Exhibit and made a part hereof.
The general work elements to be performed for the installation process within each phase
shall follow Figure 1. In this figure and also in the remaining figures of this document, a
"BS" shall identify an associated work element as being the prime responsibility of
BellSouth Contractor; while "BC" shall identify an associated work element as being the
prime responsibility of County ; and "City" shall identify an associated work element as
being the prime responsibility of City. Where joint responsibility holds, both "BS" and "BC"
and/or "City" shall be listed to represent this dual responsibility.

C. DETAILED WORK ELEMENTS/RESPONSIBILITIES
1. System Engineering and Design (Contractor)
Contractor shall provide all required system engineering and design work needed to
implement the Projects in accordance with the requirements of this Agreement and with
applicable Contractor standards.
2. Project Management and Supervision (Contractor)
Contractor, through its designated Project Manager, shall be responsible for managing and
coordinating all resources involved with this project, including equipment manufacturing
facilities, third party vendors, local contractors, Contractor technical support personnel, and
the local Contractor service center. Contractor's Project Manager shall be responsible for
all Project Planning, Scheduling, and Documentation; shall regularly attend meetings of all
Broward County Telecommunications Division staff; and shall present regular reports of
current Project status as well as of any issues affecting progress.
3. System Staging (Contractor)
Contractor shall stage and test each Project phase as applicable after the equipment is
released from its manufacturing facilities.
The following work elements are associated with the staging process:

4. System Shipping and Field Installation
Contractor shall order system(s) from the manufacturer and ship to the appropriate PSAP
location for installation.
The detailed work elements/responsibilities associated with the shipping/installation stage
are listed in Figure 2.

Supply County with detailed inventory of equipment shipped
Give notification to County and ensure that all required permits, if necessary, have
been obtained
Develop a cutover plan/timetable
Ensure all interior County equipment meets grounding standards, including
bonding to common site ground.
Perform a grounding test before and after upgrading and report any found
grounding deficiencies to County within ten (l0) days of findings.
Implement cutover - ensuring that Contractor will work other contractors to
interface all interrelated E. 9-1-1 equipment.
Conduct performance verification/testing
Resolve all punch -list items from verificationitesting
Record all tests regarding optimization and add to documentation.
Perform the relevant ATP Procedure(s) (See attached to this SOW).
Execute final system acceptance for applicable phase of the Agreement.
Deliver final documentation packages
Process payment to Contractor once system acceptance is completed and invoice
is received.
