A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ACCEPTING THE RECOMMENDATION OF THE CITY MANAGER TO APPROVE
THE FINDINGS OF THE EVALUATION COMMITTEE, PURSUANT TO REQUEST
FOR LETTERS OF INTEREST NO. 03-04-102, THAT THE FIRM MOST QUALIFIED
TO PROVIDE INVENTORY SERVICES FOR THE DEPARTMENT OF POLICE IS
RGIS INVENTORY SPECIALISTS ("RGIS"); AUTHORIZING THE CITY MANAGER
TO NEGOTIATE A PROFESSIONAL SERVICES AGREEMENT, IN SUBSTANTIALLY
THE ATTACHED FORM, WITH RGIS, AT AN AMOUNT NOT TO EXCEED $60,000;
ALLOCATING FUNDS FROM THE LAW ENFORCEMENT TRUST FUND, PROJECT
NO. 690002, WITH SUCH EXPENDITURES HAVING BEEN APPROVED BY THE
CHIEF OF POLICE AS COMPLYING WITH THE UNITED STATES DEPARTMENT
OF JUSTICE, "GUIDE TO EQUITABLE SHARING."
WHEREAS, the United States ("U.S.") Department of Justice authorizes the expenditures of
forfeited cash or proceeds for certain law enforcement purposes; and
WHEREAS, Request for Letters of Interest ("RFLI") No. 03-04-102, Inventory Services for the
Department of Police, was issued on May 21, 2004; and
WHEREAS, the Evaluation Committee evaluated the two proposals received on or before June
16, 2004, and determined that the proposal of RGIS Inventory Specialists ("RGIS"), the
highest -ranked firm, was the most advantageous proposal to provide the required services, and
recommends that the City Manager negotiate a Professional Services Agreement ("Agreement") with
RGIS, in an amount not to exceed $60,000;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager's recommendation to approve the findings of the Evaluation
Committee, pursuant to RFLI No. 03-04-102, that the firm most qualified to provide Inventory Services
for the Department of Police, is RGIS, is accepted.
Section 3. The City Manager is authorized{1} to negotiate an Agreement, in substantially the
attached form, with RGIS, in an amount not to exceed $60,000, with funds allocated from the Law
Enforcement Trust Fund, Project No. 690002, with such expenditures having been approved by the
Chief of Police as complying with the United States Department of Justice, "Guide to Equitable
Sharing."

Section 4. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{2}
Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter
and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
