RECOMMENDATION
It is respectfully recommended that the City Commission adopt the attached Resolution accepting
the recommendation of the City Manager to approve the findings of the Evaluation Committee,
pursuant to Request for Letters of Interest No. 03-04-102, that the firm most qualified to provide
Inventory Services for the Miami Police Department is RGIS Inventory Specialists, located at
3550 Buschwood Park Drive, Suite 125, Tampa, FL 33618; authorizing the City Manager to
negotiate a Professional Services Agreement, in substantially the attached form, in an amount not
to exceed $60,000.
Funding is to be provided from the Law Enforcement Trust Fund, Project Number 690002.
BACKGROUND
On May 21, 2004, the City issued Request for Letters of Interest (RFLI) No. 03-04-102, for
Inventory Services for the Miami Police Department. Two (2) responses were received, The
Evaluation Committee evaluated the two (2) proposals and recommended, RGIS Inventory
Specialists, as the most qualified firm to provide said services.
The Department of Police requires the services of a vendor to conduct a physical inventory
process to barcode over 180,000 pieces of evidence (i.e., narcotics, money, valuables, guns and
other items) stored within their Drug Vault, Weapons Vault, CashNaluables Vault, Range
Warehouse,, Main Warehouse and off -site location (1-95 Warehouse). Currently, a manual
system is used with no bar-coding capabilities. The end result of this process will be to put into
place an inventory control system that provides for tagging, tracking and accounting of all police
property evidence in a more efficient manner. It will also address deficiencies resulting from
Property Unit Audit #03-008. The inventory data collected by RGIS will be transferred into the

City's inventory database.
FISCAL IMPACT: None, funded by the Law Enforcement Trust Fund.
