HomeMy WebLinkAboutcovermemoCITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM TO : FROM : The Honorable Mayor and embers of eCity Commi Arriola SEP 2 7 2004 DATE : FILE : SUBJECT: REFERENCES: ENCLOSURES: Transfer of a portion of the Bicentennial Park Access Road right-of-way to responsibility to the State of Florida of Administrator/ City Manager Location Map, Resolution RECOMMENDATION: It is respectfully recommended that the City Commission adopt the attached Resolution authorizing the transfer of a portion of the Bicentennial Park Access Road right of way to the jurisdiction of the State of Florida for the widening and beautification of Biscayne Boulevard. BACKGROUND: In April, 1991, the City of Miami recorded the subdivision of the "New World Center Bicentennial Park". As part of the platting of Bicentennial Park, an access road right-of- way was dedicated to the general public for street purposes on the west side between the existing Biscayne Boulevard and the park and on the north side between 1-195 and the park. The purpose of this reservation is for the future widening and beautification of Biscayne Boulevard. The Florida Department of Transportation (FDOT) is completing plans for the reconstruction, widening and beautification of Biscayne Boulevard between N.E. 4 Street and N.E. 13 Street to continue the wide decorative sidewalks and median from the Bayside/downtown area northward to the Performing Arts complex. A critical component of this plan includes widening onto the dedicated access road on the west side of Bicentennial Park. FDOT is formally requesting the transfer of the jurisdiction of this existing City of Miami roadway to the State to accommodate the design and construction of the improved Biscayne Boulevard. In order for FDOT to complete its plans, it is necessary that the portion of the access road located west of Bicentennial Park be transferred to the jurisdiction of the State Highway System so that the FDOT may assume reconstruction responsibility for Biscayne Boulevard and the maintenance responsibility for the roadway. The Honorable Mayor and Members of the City Commission Page 2 The FDOT has prepared the necessary right of way map for the subject area to be transferred and will be responsible for all costs to construct the improvements.
