HomeMy WebLinkAboutcover memoCITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM TO : FROM : The Honorable Ma Or rriola Manager DATE: September 15, 2004 SUBJECT : U.S. Conference of Mayors/ DuPont Lead-Safe...for Kids' Sake 2004 Grant Program REFERENCES: ENCLOSURES: FILE : RECOMMENDATION It is respectfully recommended that the Honorable Mayor and the City Commission adopt the attached ordinance to create a new Special Revenue Fund and to appropriate and expend funds not to exceed $300,000, for one year, from The United States Conference of Mayors/DuPont. This funding is designated for new and effective solutions to create a lead -safe Miami and for providing other cities with a framework to produce similar lead -safe programs in their communities. BACKGROUND In March 2004, The United States Conference of Mayors and DuPont through Cities United for Science Progress (CUSP) announced the 2004 Lead-Safe...for Kids' Sake grant competition. The Program awarded a total of $500,000 to 3 cities for their proposals to create a lead -safe environment in their community. CUSP was especially interested in recognizing creative and rcplicablc lead -safe practices that would maximize the impact of the award. In evaluating entries, program judges looked for several critical components: nature and extent of need; strategies to leverage funding; education/outreach plans; and other innovative program elements. The City of Miami's application, Miami Unleaded, set out a plan to eliminate childhood lead poisoning as a major public health threat in Miami by 2010 --- in keeping with the federal agenda led by the United States Department of Housing and Urban Development, United States Environmental Protection Agency, and Centers for Disease Control and Prevention. Miami Unleaded is collaboration between the City's 13 NET offices and Community Development, Florida Children's Environmental Health Alliance, Florida International University School of Public Health, Miami -Dade County, Childhood Lead Poisoning Program, and the Miami -Dade Housing Authority. Combined resources will work to identify pre-1978 housing by GIS mapping, conduct home visits by volunteers to educate, visually inspect, and survey; and disseminate vouchers for remediation efforts. Community clinics will be contacted to provide lead educational services to pregnant women and new mothers, On August 10, 2004, The United States Conference of Mayors announced that the City of Miami was the recipient of the $300,000 Award for Excellence.
