RECOMMENDATION
It is respectfully recommended that the City Commission adopt the attached Resolution ratifying,
approving, and confirming the City Manager's finding of sole source, waving the requirements
for competitive sealed bids and authorizing the acquisition of three (3) 8028 Universal
PortaCount Fit Test Systems with accessories, which contains both models 8020 PortaCount Plus
and 8095 N-95 Companion, including training and maintenance support services for the
Department of Fire -Rescue, from TSI Incorporated c/o Dawson Associates, Inc., a Non-
Minority/Non-Local vendor, located at 500 Cardigan Road, Shoreview, MN 55126-3996, the
designated sole source representative of TSI Incorporated, in the Southeastern region of the
United States, in an amount not to exceed $33,000. Funding is available from the Federal grant
entitled, "Urban Areas Security initiative Grant Program II," Project No. 110111, Account Code
No. 280910.6.840.
BACKGROUND
This 8028 Universal PoraCount Fit Test System will test the full facemasks and EMS masks used
by the City of Miami Department of Fire -Rescue for leaks. The proposed respirator equipment
will ensure the safety of Miami's first responders from debris, smoke, airborne chemicals, and
other possible Weapons of Mass Destruction (WMD) by evaluating the individual's direct fit
from his/her face to the actual mask and respirator. The measurements are made while the
firefighter simultaneously performs his/her dynamic moving and breathing exercises designed to
stress the respirator seal in ways that simulate anticipated motions that are experienced in the
field. Once the fit test begins, the PortaCount goes through a programmed sequence. The
automated process measures and compares the concentration of particles outside, around the
firefighter's head with the concentration of those particles that actually leak into the firefighter's
respirator.
The 8028 Universal PortaCount respirator fit test system will enhance the Fire Department's
ability to respond and perform safely to a terrorist threat or act where airborne chemicals are
present. This item will decrease the possibility of firefighters experiencing any future health
problems or fatalities which will in turn, ensure safe rescues. The Department of Fire -Rescue
will also meet U.S. Department of Labor Occupational Safety & Health Administration's

(OSHA) compliance that now requires all respirator face pieces to be fit tested annually. The
PortaCount has been accepted by OSHA for these fit testing regulations.
As the Chief Procurement Officer has deemed said acquisition by TSI Incorporated c/o Dawson
Associates, Inc. as a designated sole source representative of TSI Incorporated; it is therefore
recommended at this time that the City Commission ratify the Chief Administrator's finding of
sole source and authorize acquisition for said proposed respirator equipment.
Fiscal Impact: None, equipment acquisition will be funded by the Federal UASI Grant
Program II.
