Re: Revised Fiscal Year 2005 Operating and Capital Improvement Budget
Recommendation:
The Board of Trustees of the Virginia Key Beach Park Trust, (the "Trust"), request that the
City Commission approve the attached Revised Resolution requesting General Operating
and Capital Improvement Funds for fiscal year 2005 in the amounts of $900,976 and
$374,100 respectively.
Budget Summary:
The $900,976 requested from the General Fund for FY 2005 is $185,976 higher than the
$715,000 allocated in FY 2004 and is due primarily to newly budgeted park maintenance cost
of $188,951. The additional funding related to the park maintenance will allow the Trust to
accomplish one of its primary purposes as outlined in ordinance 12003, "....maintenance of
the park as an open green space compatible with its historical and recreational
characteristics".
The $374,100 requested from Capital Improvement Program Funds will allow the Trust to
continue its momentum of site improvements, particularly that of a second entry design, sand
removal and an architectural design of the Museum/Cultural Center. See the attached CIP
allocation of Capital Improvement schedule for more details.
The Trust is for the first time budgeting Capital Campaign and Grant dollars totaling
$550,000, which will result from the strategic initiatives of our development efforts. These
funds will be earmarked for specific capital improvement projects.
Significant Accomplishments in FY2004:
1. The $1.2 million dollar restoration of the existing historical buildings is near
completion. The historic carousel building, concession stand, bathhouse facilities
and other pavilions have been transformed from decaying relics to the vibrant
structures they once were.
2. The U.S. Army Corps of Engineers Section 111 — Shoreline Restoration project is
slated to begin construction this upcoming August. The $5 million dollar project is
100% federally funded and will restore the beach to pristine conditions.
3. The Water and Sewer Agreement, (WASA) between the Miami -Dade Water and
Sewer Authority and the City of Miami was signed. The $1.2 million dollar project is
now fully funded and construction is slated to begin in February 2005. The project
will connect all existing and future structures to Miami -Dade County's sewer
infrastructure.
4. The RFQ process to select a consultant to aid in the planning and design of the
Museum/Cultural Center was completed with the selection of Lord Cultural
Resources Planning & Management. The cost will be funded partially from Capital
Improvement Funds and from a grant received from the U.S. Department of the
Interior.
5, The entry way design and renderings have been completed by Wallace Roberts and
Todd and this project is now ready for the next phase.
Objectives for FY2005:
1. Completion of the U.S. Army Corps of Engineers shoreline re -nourishment project.
This will include new beach sand, reconstruction of existing wooded beach groins,
shoreline contouring and the addition of a beach dune to protect against future
beach erosion.
2. Completion of the $1,2 million dollar Sanitary Sewer project, a critical infrastructure
improvement that will allow the opening of the park as scheduled in the spring of
2006.
3. Completion of the planning and design, along with the architectural renderings of the
Museum and Cultural Center.
4. The installation of the mini -train and carousel should Homeland Defense funding be
made available.
The details regarding our request for $374,100 in CIP allocations is attached and a copy of
the revised budget details are available upon request. It should be noted further that there are
numerous Capital Improvement projects that are slated to be funded through the issuance of
Homeland Defense Bonds. Without this funding these projects could be delayed, thus
jeopardize our scheduled opening.

would be constructed on the Northern half of the park.
This construction was added to the Renovation &
Repairs project but was not developed due to high cost
estimates from the contractor (Regosa - renovation &
Repairs).
This represents a small portion of the general picnic
furniture needed throughout the park specified in the
Master Plan. The Trust is poised to receive a $19,000
Picnic tables, park benches & Safe Neighborhood Parks Bond grant; this allocation

The Army Corps of Engineers Section 111 shoreline
re -nourishment project will construct a 18"-24" dune
system. The master plan describes Dune Crossings at
intervals throughout the dune although the treatment of
the crossings are not specified. This allocation would
comfilete the treatment of the dune crossings.
The second entryway to Virginia Key Beach Park is
envisioned to connect to Arthur Lamb Road on the
North boundary of the Park. The road is owned by the
City of Miami and the easements on the road are
required to enter Arthur Lamb Rd. and to landscape
property. This entry would cut through wetlands and a
2:1 mitigation formula was determined.
The second entryway to VKBP is envisioned to connect
to Arthur Lamb Road on the North boundary of the
Park; a manicured vehicular access road is required to
enter the Park from Arthur Lamb Rd. This entry would
cut through wetlands and a 2:1 mitigation formula was
determined.
The manicured vehicular access road is required to
enter the Park from Arthur Lamb Rd. A vehicular bridge
at the second entry way on the North end of the park
would provide entry/exit access and service access to
the park.
The selection of an architectural firm to plan and design
the museum and cultural center for Virginia Key Beach
Park will be done through an architectural competition.
That process will be facilitated by LORD Cultural
Resources Planning & Management, Inc.
