Miami, Florida 33131 Re: St. Stephen's Episcopal Church Location: 3439 Main Highway, City of Miami Application to Amend Comprehensive Plan and Zoning Atlas Dear Ms. Fernandez: Please accept this letter of intent in conjunction with the attached applications to amend the City's Comprehensive Plan and Zoning Atlas for the property as described above. Our firm represents St. Stephen's Episcopal Church ("St. Stephen's"), fee simple owner of approximately 3.56 acres of property fronting on both McFarlane Road and Main Highway in the City. The portion of the St. Stephen's property fronting on McFarlane Road is designated Restricted Commercial in the City's Comprehensive .Plan, with a zoning designation of SD-2 . This area contains commercial parking, St. Stephen's main Church building, and as a recently constructed addition to the longstanding St. Stephen's Episcopal Day School. In recent months, it has come to the City's attention -that the portion of the St. Stephen's property fronting on Main Highway (the "Main highway property") is zoned R-1 with an SD-18 overlay. Among other things, the church operates additional commercial parking in this area of the property for the benefit of patrons visiting the surrounding area in Coconut Grove. Please accept this application to amend the Comprehensive Plan designation on the Main Highway property from Single -Family Residential to Restricted Commercial. In addition, please accept the companion application to modify the Zoning Atlas of the City to rezone the Main Highway property from R-1 (SD-18) to SD-2. The SD-2 district expressly permits parking lots of the commercial type as operated by St. Stephen's. • BILZ!N SUMBERG BAENA PRICE & AXELROD LLP Ms. Teresita Fernandez August 1, 2003 .Page 2 The Restricted Commercial Comprehensive Plan designation and SD-2 Zoning Atlas designation for the Main Highway property would unify the Comprehensive Plan and zoning designations on the property, and make them consistent with the areas along both Main Highway and McFarlane Road that serve the daily retail and service needs of the greater Coconut Grove community. The parking facilities on the property, which have previously been approved by public hearing for joint usage between the on -site church and day school, also serve a critical parking need in the Coconut Grove community. The existing ingress/egress pattern for the Main Highway property does not intrude on any residential communities or otherwise create incompatibilities in the surrounding area. (b) The planning advisory board may recommend the report as presented, modify the report or reject the report in duly noticed public hearing pursuant to the procedures in Section 62-31. (c) The city commission shall adopt, or adopt with changes, the report or portions thereof by resolution in public hearing within 90 days after the planning advisory board date of recommendation. The city commission shall thereafter amend the comprehensive plan based on the recommendation in the evaluation and appraisal report.
