Medina Assistant Transportation Coordinator Office of Transportation, City Manager's Office City of Miami, 444 SW 2nd Avenue Miami, Florida 33130 Re: Gallery Art Condominium MUSP Traffic Impact Analysis Review -- W.©. ## 55 Dear Ms. Medina: We have reviewed the response letter for the Gallery Art Condominum project prepared by Jackson M. Ahlstedt dated July-6th 2004. Our comments are given as follows. 1. The use of average trip rate instead of using the trip equation is inconsistent with the rest of the analysis. However, considering the size of land use, we agree with the applicant's approach; 2. The applicant has interpreted our comment incorrectly. The applicant mentioned improvements to the intersection LOS, which was not our sole intent. We had not asked for physical/geometric improvements to the intersections, instead, we asked for mitigating efforts, such as the measures used by the applicant to promote the use of public transportation and to reduce the use of single occupancy automobiles. The issue could have been resolved by proving the information required in the Transportation Control Measures Plan (TCMP). The TCMP must be provided for completion of the review; 3. We agree with applicant's statement about the Village at Bayshore Drive project but we disagree with the comments regarding the two RAC Projects, Shops at Midtown and 2 Midtown. As directed by the City of Miami we have pointed out repeatedly in all our previous correspondence that the traffic impact analyses for the Gallery Art project must include the traffic impacts of these two RAC projects. We also disagree with the applicant's statement and would like to mention that the March 5th 2004 development list includes both the RAC projects. It should be noted that Figure 5 of the Shops at Midtown Traffic Report provides adequate information about the requested committed development traffic which is within the study boundary of this particular project, being on a study corridor (NE 29th Street); 4. We repeat that the applicant is still interpreting the WC ratio thresholds incorrectly. As per the person -trip methodology, the maximum V/C ratio threshold for LOS "E" is 1.0, and the analyses must be revised.
