Impact Fee Waivers: Community Development Department redesignation of
"Community Revitalization Districts" (File No. 04-00734)
RECOMMENDATION
The 2004-2009 Consolidated Plan redesignated specific geographic areas targeted for
revitalization and changed their designation from "Community Revitalization Districts" to
"Neighborhood Development Zones." The 1999-2004 Consolidated Plan had previously
redesignated "Community Redevelopment Target Areas" to "Community Revitalization
Districts." The proposed code amendment will bring the City Code current with the 2004-2009
Consolidated Plan ("Plan"), concurrent with the Plan's effective date of October 1, 2004.
BACKGROUND
On June 10, 2004, the City Commission adopted Resolution No. 04-00587 approving the
Community Development Department prepared City of Miami Consolidated Plan for Fiscal Year
2004-2009 ("the Plan"). Among other things, the Plan revisited the concept of the Community
Revitalization Districts, which in the 1999 Consolidated Plan had succeeded the Community
Development Target Areas as target areas for revitalization. Chapter 13 of the City Code
specifically identifies the aforementioned "target areas" as areas in which duplex and multiple
residential housing development of all types is greatly encouraged within said area, and
encouraged, as well, such development within the "affordable housing" category outside the
target area.
The aforementioned intent currently manifests itself in the form of Impact Fee
exemption(s) for all duplex and multifamily housing development constructed within the "target
areas," as well as duplex and multifamily affordable housing developments constructed outside
the target areas. This ordinance will amend the City Code to reflect the Community
Development Department's 2004-2009 Consolidated Plan's nomenclature for the subject
geographic target areas.
