HomeMy WebLinkAboutR-04-0636City of Miami Legislation Resolution: R-04-0636 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 04-01045 Final Action Date: 9/23/2004 A RESOLUTION OF THE MIAMI CITY COMMISSION ACCEPTING THE RECOMMENDATION OF THE CITY MANAGER APPROVING THE FINDINGS OF THE EVALUATION COMMITTEE, PURSUANT TO REQUEST FOR PROPOSALS NO. 03-04-077, THAT THE FIRMS MOST QUALIFIED TO PROVIDE EMPLOYEE BENEFIT DENTAL PLANS, ON THE CURRENT DENTAL MAINTENANCE ORGANIZATION ("DMO"), AS WELL AS, AN OPTIONAL PREFERRED PROVIDER ORGANIZATION ("PPO") PRODUCT, ARE, IN RANK ORDER: ON THE DMO, (1) PARAGON, (2) COMP BENEFITS, (3) CIGNA, AND (4) FLORIDA COMBINED LIFE, AND FOR PPO SERVICES, (1) METROPOLITAN LIFE, (2) CIGNA, AND A TIE FOR (3) COMP BENEFITS AND PARAGON; AUTHORIZING THE CITY MANAGER TO NEGOTIATE AN AGREEMENT WITH THE TOP -RANKED FIRMS FOR EACH SERVICE; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AN AGREEMENT WITH THE SECOND -RANKED FIRMS, IN THE EVENT NEGOTIATIONS FAIL WITH THE TOP -RANKED FIRMS, OR UNTIL AN AGREEMENT HAS BEEN SUCCESSFULLY NEGOTIATED; FURTHER DIRECTING THE CITY MANAGER TO PRESENT THE NEGOTIATED AGREEMENT TO THE CITY COMMISSION FOR CONSIDERATION. WHEREAS, pursuant to public notice, Request For Proposal ("RFP") No. 03-04-077 was issued to provide Employee Benefit Dental Plans, on a contract basis for three years, with the option to renew for two additional two-year periods, for the Department of Risk Management; and WHEREAS, the RFP for Employee Benefit Dental plans requested quotes on the current Dental Maintenance Organization ("DMO"), as well as, an optional Preferred Provider Organization ("PPO") product; and WHEREAS, RFPs were received on June 2, 2004, and the proposals were evaluated by an Evaluation Committee appointed by the City Manager which recommended that the proposal received from the following firms in ranked order: on the DMO, 1. Paragon, 2. Comp Benefits, 3. Cigna, and 4. Florida Combined Life, and for PPO Services, 1. Metropolitan Life, 2. Cigna, and a tie for 3. Comp Benefits and Paragon, be accepted as the firms that the City will begin to negotiate with for these services; and WHEREAS, the parameters of the contract will be brought back before the City Commission for final approval once the terms have been successfully negotiated; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. The recommendation of the City Manager approving the findings of the Evaluation Committee, pursuant to Request for Proposals No. 03-04-077, that the firms most qualified to provide employee benefit dental plans, on the current DMO, as well as an optional PPO product, are, in rank order: on the DMO, (1) Paragon, (2) Comp Benefits, (3) Cigna, and (4) Florida Combined Life, and for PPO services, (1) Metropolitan Life, (2) Cigna, and a tie for (3) Comp Benefits and Paragon, is accepted. Section 3. The City Manager is authorized{1} to negotiate an Agreement with the top -ranked firms for each service. Section 4. The City Manager is further authorized{1} to negotiate an Agreement with the second -ranked firms, in the event negotiations fail with the top -ranked firms, or until an Agreement has been successfully negotiated. Sections. The City Manager is directed to present the negotiated Agreement to the City Commission for consideration. Section 6. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.{1} Footnotes: {1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
