Based upon the attached, the Police Department is requesting that you take the necessary steps to verify that Vanguard Response Systems Inc., located at 921 Barton Street, Stoney Creek, Ontario, Canada, is the sole source for the provision of the Blast Guard Air Dolly System, to include chemicals and training. I* 10 tip ir(4 JFTILVIH lr FINDING OF SOLE SOURCE APPROVED: Dep.1 of Purchasing CITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM TO : Glenn Marcos, Director Chief Procurement Officer FROM 4-6eA.A.6) Pamela Burns, CPPB Sr. Procurement Contracts Officer DATE : SUBJECT: REFERENCES: ENCLOSURES: August 27, 2004 FILE : Blast Guard Air Dolly System, including Chemicals & Training I conducted an investigation to determine whether Vanguard Response System, a Non-Minority/Non-Local vendor, located at 921 Barton Street, Stoney Creek, Ontario, Canada, is the sole source provider for the purchase of a Blast Guard Air Dolly System, to include chemicals and training, for the Department of Police. The Department of Police has identified the Blast Guard Air Dolly System as a Weapons of Mass Destruction (WMD) system designed for rapid containment, mitigation and management of WMD devices. It will be used to suppress and mitigate blast energy from typical improvised explosive devices and destroy any chemical and biological warfare agents present in these devices. The system consists of two (2) key elements, including a tent - like enclosure and unique proprietary foam, which includes a decontaminant. It provides time to evacuate an area with minimum risk and its shrapnel resistant ballistic cover and special ballistic seam technology maximizes the retention of evidence for later forensic analysis. According to Vanguard Response Systems, Inc., it is the exclusive supplier and sole licensee of the Blast Guard Air Dolly System and universal containment system. Its blast mitigation systems are modular, versatile, safe to use, and works with fresh, salt or gray water. Its capability as a dual purpose system can effectively be used for blast mitigation and decontamination of dispersal devices and with the change of a nozzle can be used for surface decontamination as well. Vanguard's Air Dolly system is portable and affordable and its high foam application rate can suppress harmful vapors and cover equipment faster than any other system currently available. Its unique patented foam is proprietary and aqueous based, bio-degradable, non -toxic and destroys all known military chemical and biological agents within specified times. Staff was unable to locate any other systems with the same unique features. Therefore, I am recommending that the requirements for formal competitive sealed bidding be waived, and these findings be approved: Vanguard Response System, a Non-Minority/Non-Local vendor, located at 921 Barton Street, Stoney Creek, Ontario, Canada, is the sole source provider for the purchase of a Blast Guard Air Dolly System, to include chemicals and training. Funding, at an amount not to exceed $33,989.90, is available from the Urban Areas Security Initiative Grant Program 11, Account Code No. 110111.280910.6.40. APPROVED BY: s, CPPB ent Officer DATE:
