HomeMy WebLinkAboutcover memoCITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM TO The onorable d Members of tI City Co fission .\ FROM ; Joe iota Chi dministrator/City Manager DATE : SEP 1 Q 2004 FILE : LEG 7-2 SUBJECT : Resolution Authorizing the Waiving of Sealed Bids REFERENCES : Sole Source Purchase of a Blast Guard Air Dolly System, ENCLOSURES: to include Chemicals and Training RECOMMENDATION It is respectfully recommended that the City Commission waive the requirement of competitive bids and approve the attached Resolution for the sole source purchase of a Blast Guard Air Dolly System, to include chemicals and training, from Vanguard Response System, a non-local/non- minority vendor located at 921 Barton Street, Stoney Creek, Ontario, Canada, for the Department of Police, in an amount not to exceed $33,989.90. Funding is available from the Urban Areas Security Initiative Grant Program II, Account Code No. 110111.280910.6.840. BACKGROUND This is a Weapons of Mass Destruction (WMD) system designed for rapid containment, mitigation and management of WMD devices. The system is designed to suppress and mitigate blast energy from typical improvised explosive devices and CB dispersal devices, as well as, destroy any chemical and biological warfare agents present in these devices. The system consists of two key elements; a simple tent -like enclosure and unique proprietary foam, which includes a decontaminant. It can be used to protect against any explosion or dispersal when using a render safe procedure, including robotic deployment. It provides time to evacuate an area with minimal risk before Explosive Ordnance Disposal (EOD) personnel start investigating the device. Its shrapnel resistant ballistic cover and special ballistic seam technology maximize the retention of evidence for later forensic analysis. FISCAL IMPACT: None, equipment acquisition will be funded by the Urban Areas Security Initiative Grant Program II.
