A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), BYA
FOUR -FIFTHS (4/STHS) AFFIRMATIVE VOTE AFTER AN ADVERTISED PUBLIC
HEARING, RATIFYING, APPROVING AND CONFIRMING THE CITY MANAGER'S
FINDING OF SOLE SOURCE; WAIVING THE REQUIREMENTS FOR
COMPETITIVE SEALED BIDDING PROCEDURES AND APPROVING THE
ACQUISITION AND INSTALLATION OF A FIRST -IN FIRE STATION ALERTING
SYSTEM, INCLUDING UPGRADES FOR FIRE STATION NO. 3 AND ONE YEAR
MAINTENANCE AND SUPPORT SERVICES FOR THE DEPARTMENT OF
FIRE -RESCUE FROM WESTNET, INC., IN AN AMOUNT NOT TO EXCEED
$1,065,536.65, WITH A CONTINGENCY RESERVE OF $159,830.50, FOR A TOTAL
AMOUNT NOT TO EXCEED $1,225,367.15, ON A CONTRACT BASIS FOR ONE
YEAR, OR UNTIL THERE IS SUCCESSFUL IMPLEMENTATION AND A FULLY
OPERATIONAL FIRST -IN FIRE STATION ALERTING SYSTEM THROUGHOUT THE
REMAINING FIRE STATIONS; AUTHORIZING THE CITY MANAGER TO EXECUTE
A PROFESSIONAL SERVICES AGREEMENT, IN SUBSTANTIALLY THE ATTACHED
FORM; ALLOCATING FUNDS IN THE TOTAL AMOUNT NOT TO EXCEED
$1,225,367.150, FROM CAPITAL IMPROVEMENTS PROJECT NOS. 313303
AND/OR 313302, ACCOUNT CODE NO. 289401.6.840, B-72806 ENTITLED "FIRE
STATION ALERTING & RMS."
WHEREAS, pursuant to Resolution No. 00-605, adopted July 20, 2000, the City of Miami ("City")
entered into an Service Agreement with Westnet, Inc., the sole source provider, dated October 11,
2001, for the acquisition and installation of a first -in fire station alerting system to be installed at Fire
Station No. 3 for initial testing; and
WHEREAS, as a result, the first -in fire station alerting system has proven to minimize emergency
response time and enhanced the firefighters' safe response within the fire station by means of a low
level lighting system, which reduces eyestrain and night blindness while permitting safe passage to
the response vehicle; and
WHEREAS, under the current system, dispatchers receive the information, enter in into the
Computer Aided Dispatch ("CAD") system, then notify the station manually, which creates operator
delays when the system is overloaded with radio traffic or 911 calls; and
WHEREAS, Westnet, Inc., is linked directly to the CAD system, which automatically notifies the
fire station, purging any potential communication delays, thus streamlining the method of deploying
firefighters and apparatus and thereby shortening response time; and
WHEREAS, after successful implementation of the alarm system located at Fire Station No. 3, the
Department of Fire -Rescue requires the acquisition and installation of the First -In Fire Station Alerting
System to be installed throughout the remaining City fire stations, from Westnet, Inc., on a contract
basis for one-year, or until there is successful implementation and a fully operational fire station

alerting system; and
WHEREAS, the Chief Procurement Officer has adopted a finding that Westnet, Inc., is the only
provider of this alarm system; and
WHEREAS, the finding of the Chief Procurement Officer has been approved and adopted as the
finding of the City Manager; and
WHEREAS, the City Manager and the Director of the Department of Fire -Rescue ("Fire -Rescue")
recommend that the requirements for competitive sealed bidding procedures be waived and the
procurement of the above -described alerting system from Westnet, Inc., the sole source provider, be
approved; and
WHEREAS, pursuant to Ordinance No. 12469, adopted January 8, 2004, the proposed
aforementioned alerting system is in accordance with and is funded by the Federal Emergency
Management Agency Assistant to Firefighters Grant Award (Fiscal Year 2003) and the Capital
Improvement Project ("CIP") Nos. 313303, and/or 313302;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. By a four -fifths (4/5ths) affirmative vote after an advertised public hearing, the City
Manager's finding of sole source and waiving the requirements for competitive sealed bidding
procedures are ratified, approved and confirmed, and the acquisition and installation of a first -in fire
station alerting system, including upgrades for Fire Station No. 3 and one year maintenance and
support services for Fire -Rescue from Westnet, Inc., on a contract basis for a one-year period, in an
amount not to exceed $1,065,636.65, with a contingency reserve of $159,830.50, for a total amount
not to exceed $1,225,367.15, is approved, with funds allocated from CIP Nos. 313303 and/or
313302, Account Code No. 289401.6.840, B-72806, Entitled "Fire Station Alerting & RMS."
Section 3. The City Manager is authorized{1} to execute a Services Agreement in substantially
the attached form, with Westnet, Inc., setting forth the terms and conditions concerning the purchase
and installation of a first -in fire station alerting system.
Section 4. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{2}

{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter
and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
