HomeMy WebLinkAboutpre resolution• J-00-579 6/30100 RESOLUTION NO. 0 6 O V A RESOLUTION, OF THE MIAMI CITY COMMISSION EY A FOUR -FIFTHS (4/STHS) AFFIRMATIVE VOTE OP THE MEMBERS OF THE CITY COMMISSION, AFTER A DULY ADVERTISED PUBLIC HEARING, RATIFYING, APPROVING AND CONFIRMING THE CITY MANAGER'S FINDING OF SOLE SOURCE; WAIVING THE REQUIREMENTS FOR COMPETITIVE SEALED BIDS AND APPROVING THE ACQUISITION AND INSTALLATION OF A FIRST -IN FIRE STATION ALERTING SYSTEM FOR THE DEPARTMENT OF FIRE -RESCUE FROM WESTNET INC, THE SOLE SOURCE PROVIDER, , IN AN AMOUNT NOT TO EXCEED $30,000; ALLOCATING FUNDS THEREFOR FROM CAPITAL IMPROVEMENT PROJECT NO. 313303, ACCOUNT CODE NO. 289401.6.840, AS FUNDED BY THE FIRE ASSESSMENT. WHEREAS, the Department of Fire -Rescue requires the acquisition and installation of a station alerting system that can minimize emergency response time; and WHEREAS, under the present system, dispatchers receive the information, enter it into the Computer Aided Dispatch ("CAD") system, and then notify the station manually, which creates operator delays when the system is overloaded with radio traffic or 911 calls;, and WHEREAS, Westnet, Inc. is linked directly to the CAD system, which automatically notifies the fire stations, eliminating any potential communication delays, thus streamlining the method of deploying firefighters and apparatus and thereby shortening response time; and CITY COMMISSION METING OF JUL 2 f 2000 il"a1 UQ No. 00— 605 'WHEREAS, the system will be installed in only one Fire Station for initial testing to ensure that it meets all necessary requirements and expectations; and WHEREAS, the Chief Procurement Officer has adopted a finding that Westnet, Inc. is the only provider of this alarm system; and WHEREAS, the finding of the Chief Procurement Officer has been approved and adopted as the finding of the City Manager; and AREAS, the City Manager and the Director of the Department of Fire -Rescue recommend that the requirements for competitive sealed bids be waived and the procurement of the above -described alerting system from Westnet, Inc., the sole source provider, be approved; and WHEREAS, funds are available from Capital Improvement Project No. 313303, Account Code the Fire Assessment; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMX , FLORIDA; Section 1. The recitals Preamble to this Resolution and findings contained in the hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section.
