Outpatient Center, located at 3661 S. Miami Avcnuc, a local non -minority vendor, to provide drug screening services Part I: Employment Drug Screening Services, and Part 11: Sworn Fire Drug Screening Services for designated personnel, for the Department of Employee Relations, at a proposed annual cost not to exceed $30,000; and award a contract to Preventive Medicine Testing Centers Inc. d/b/a Global MRO, located at 5201 Anglers Avenue, Suite 121, Fort Lauderdale, FL 33312, to provide drug screening services Part 11I: DOT Alcohol and Controlled Substances Testing, and Part IV: Sworn Police Drug Screening Services for designated personnel, for the Department of Employee Relations, at a proposed annual cost not to exceed $67,375, for two (2) years, with the option to renew for two additional one (1) year periods; further authorizing an increase in compensation for an amount not to exceed 10% which shall be effective on the 3'd contract year, and prices for the 41h' year will remain the • same as those approved for the 3'd year extension, subject to the availability of funds. BACKGROUND The need for laboratory services is outlined in Section 3(0 of Ordinance No. 8526 adopted by the City Commission on January 20, 1976. Additionally, on January 14, 1988, the City Commission adopted Motion 88-34 which required all new applicants to undergo a drug test. Drug screening services will include performing drug profiles (i.e., employment, annual and commercial driver license, etc.) on applicants and designated current employees including but not limited to Police, Fire -Rescue, Solid Waste and General burgaining unit employees; unclassified employees; and managerial employees. The need for such services is mandated by City Commission policy, the various applicable labor agreements, and federal guidelines. To fulfill this requirement, RFP 03-04-059 was issued to secure a provider to perform drug Screening services for the C'ity of Miami. The RFP was divided into four (4) Parts: Part I: Employment Drug Screening Services, Part II: Sworn Fire Drug Screening Services, Part III: DOT Alcohol and Controlled Substances Testing, and Part IV: Sworn Police Drug Screening Services. Based on an evaluation of the Proposals by the Evaluation Committee, and approval by the City Manager, it is recommended that the City Commission accept the findings of the Committee and authorize the City Manager to execute a contract, in substantially the attached form, with Mercy Medical Development d/b/a Mercy Outpatient Center for Part 1: Employment Drug Screening Services and Part I1: Sworn Fire Drug Screening Services, for two (2) years, with the option to extend for two additional one year periods, with a an annual cost not to exceed $30,000, further, authorizing an increase in compensation for an amount not to exceed 10% which shall be effective on the 3Id contract year, and prices for the 411' year will remain the same as those approved for the 3"d year extension, subject to the availability of funds; and also authorize the City Manager to execute a contract, in substantially the attached form, with Preventive Medicine Testing Centers Inc. d/b/a Global MRO for Part III: DOT Alcohol and Controlled Substances Testing and Part IV: Sworn Police Drug Screening Services, for two (2) years, with the option to extend for two additional one year periods, with a an annual cost not to exceed $67,375, further, authorizing an increase in compensation for an amount not to exceed 10% which shall be effective on the 3'`1 contract year, and prices for the 4`h year will remain the same as those approved for the 3'`1 year extension, subject to the availability of funds, Funding is available to cover the cost of Part 1 Services (Employment Drug Screening Services), in an annual amount not to exceed $16,500, in the general operating budget of the Department of Employee Relations, Account Code 001000.270101.6.260; funding for Part 11 Services (Sworn Fire Drug Screening Services), in an annual amount not to exceed $13,500, will from the Department of Fire -Rescue's General Operating Budget, Account Code 001000.280401.6.260; funding for Part III Services (DOT Alcohol and Controlled Substances Testing), in an annual amount not to exceed $19,500, will be from the Department of Employee Relations' General Operating Budget, Account Code 001000.270101.6.260; and funding for Part IV Services (Sworn Police Drug Screening Services), in an annual amount not to exceed $47,875, will be from the Police Department's General Operating Budget, Account Code 001000.290201,6.260.
