Members o ity Co ission FROM : Jo riola C • dministrator/City Manager SEP ] 0 20041 DATE: SUBJECT : Proposed Resolution REFERENCES : Purchase of Fuel from Miami -Dade County ENCLOSURES: 30 FILE: RECOMMENDATION It is respectfully recommended that the City Commission adopt the attached Resolution authorizing the fueling of City of Miami vehicles at Miami -Dade County fueling facilities, on an as needed basis, under the same established contractual terms and conditions agreed to in the Letter of Understanding, dated July 13th, 1994, subject to further extensions or replacement contracts, allocating funds from the General Operating Budgets of the Police Department and General Services Administration, as may be adjusted from time to time by the City Commission in the Annual Appropriations/Capital Improvements Ordinances, or as otherwise adjusted as permitted by law. BACKGROUND The General Services Administration has one central fueling facility, which is geographically limited in its ability to efficiently and cost-effectively provide fueling services to all City vehicles, Miami -Dade County has numerous automated fueling facilities located strategically throughout Miami - Dade County that provides fueling services to other Miami -Dade County municipalities and State agencies operating within Miami -Dade County. These facilities are open seven (7) days a week, twenty-four (24). hours a day. Opening and operating additional fuel service stations to satisfy all City fueling requirements would not be as cost-effective as contracting these interagency services with Miami -Dade County. We also have the added advantage of purchasing fuel at a lower cost due to the large quantities that Miami- Dade County orders. Fuel costs consist of the following charges: (1) Base Cost (Miami -Dade County's actual price, which changes weekly depending on the current weekly price.) (2) Surcharge (18 cents per gallon, which covers environmental and administrative costs.) (3) Tax (A 9.5 cent fuel tax credit for municipalities is applied to this figure.) FISCAL IMPACT: Funding allocation for fuel is budgeted in the Police and General Services Administration General Operating Budgets and may require increased appropriation, clue to escalating fuel price r"`l04. ►;:nrtsv AIL JAI ILAV/HM/Ir Should you have any questions or require additional information regarding this matter, please contact my office and I will have a Police Department representative provide you with needed information.
