Emergency Basis by Bell
South for Utility Relocation
As part of the improvements to the Watson Island public boat ramp facility, an agreement
was executed with the Miami Parking Authority to construct an adjacent upland parking
lot. Design of the parking lot includes new landscaping, lighting, and a restroom facility.
These proposed developments are partially funded by a grant from the Florida Inland
Navigational District Waterways Assistance Program.
Acting on our behalf, the Miami Parking Authority has completed construction drawings,
hired a contractor and obtained all necessary building permits to complete the
construction of the parking lot. Work has been delayed from commencing due to
problems with site clearance caused by the presence of utility poles on the site. In order
for these poles to be removed, Bell South must be contracted to remove their telephone
facilities. This work must occur immediately to avoid the potential loss of grant funding
that must be spent for construction of the parking lot by August 2003.
At this time, we are requesting the City Manager's approval of an emergency and
waiving the requirements for competitive and sealed bidding procedures for the removal
and burial of Bell South utility lines on the north side of Watson Island. Funds at an
estimated project cost of $61,000 are available from Project No. 311010 to cover the cost
of the work.
