Ratification of Emergency
Procurement for Burial of
BellSouth Utility Lines

It is respectfully recommended that the City Commission ratify, approve and confirm by
4/5ts vote the City Manager's emergency procurement of services from BellSouth
Telecommunications, Inc. for the burial of all telephone equipment located on the north
side of Watson Island.
BACKGROUND:
In March 2003, approval of an emergency and waiving the requirements for competitive
and sealed bidding procedures was granted in order to maintain grant funding from the
Florida Inland Navigational District Waterways Assistance Program for the Watson
Island public boat ramp. Work had been delayed due to problems with site clearance
caused by the presence of utility poles on the site. In order for these poles to be removed,
Bell South was contracted to remove their telephone facilities. Bellsouth completed the
work in April of 2003.
Acting on our behalf, the Miami Parking Authority completed construction of a parking
lot for the public boat ramp.
