(Non-Minority/Non-Local vendor), located at 2563 Commerce Circle, Birmingham, Alabama, 35217, for the procurement of two (2) 48' dry van trailers and two (2) crew cab straight 24'dry van trucks, each with a five (5) year bumper -to - bumper preventive maintenance services, in an amount not to exceed $259,114, for the Department of Fire -Rescue's Urban Search and Rescue ("USAR") Team. Funding for this particular purchase is available from the "FEMA/USAR Grant Award (FY 2003-05) Project No. 110120, Account Code No. 280104.6.840. BACKGROUND The City of Miami Urban Search and Rescue Team ("USAR") needs to always be prepared to immediately respond to a national emergency on a moments notice. In an effort to ensure that our emergency responders have the essential equipment necessary to allow for immediate transport of the USAR equipment cache by ground, the Department of Fire -Rescue requires the purchase of two (2) 48' dry van trailers and two (2) crew cab straight 24' dry van trucks, each with a five (5) year bumper -to -bumper prevention maintenance services, as required by FEMA. The City of Miami Urban Search and Rescue Team ("USAR") is funded annually by the Federal Emergency Management Agency ("FEMA") for the purpose of being ready at a moments notice to deploy for emergency, life saving missions anywhere in the nation. On November 13, 2003, the City of Miami Commission adopted Ordinance No. 12437 which authorized the City Manager to establish a special revenue fund entitled: "FEMA/USAR Grant Award (FY 2003-05) fund", and to appropriate funds in the amount of $1,100,000 consisting of a grant from FEMA to be used by the Department of Fire- Honorable Mayor and Members of the City Commission Page 2of2 Rescue to purchase specialized equipment and provide training, management and administration of the South Florida Urban Search and Rescue ("USAR") program. The capability for the USAR task forces to be deployable by ground transportation is one of the three top priorities issues for the Urban Search and Rescue Response System. In accordance with the provisions of the Fiscal Year 2003 Task Force grant, the proposed equipment meets FEMA guidelines to reduce vulnerabilities, prevent, respond to, and recover from any nation's emergency operations and/or acts of terrorism. Failure to have the suitable equipment and tools available can hinder the USAR Teams capabilities to immediately respond to a national emergency on a moments notice. The Department of Fire -Rescue has analyzed the bids received pursuant to Bid No. 03- 04-116. International Truck & Engine Corporation and WSE Leasing, Inc., were deemed responsive, responsible and met bid specifications and are therefore recommended for the award.
