A RESOLUTION OF THE MIAMI CITY COMMISSION ACCEPTING THE
RECOMMENDATION OF THE CITY MANAGER TO APPROVE THE FINDINGS OF
THE EVALUATION COMMITTEE, PURSUANT TO REQUEST FOR LETTERS OF
INTEREST NO. 03-04-056, THAT THE FIRM MOST QUALIFIED TO PROVIDE
ON-LINE SERVICE FOR PUBLIC RECORDS RESEARCH, FOR THE
DEPARTMENT OF POLICE IS ACCURINT (SEISINT, INC.); AUTHORIZING THE
CITY MANAGER TO NEGOTIATE A PROFESSIONAL SERVICES AGREEMENT
("AGREEMENT"), FOR AN INITIAL ONE-YEAR PERIOD, WITH THE OPTION TO
RENEW FOR THREE ADDITIONAL ONE-YEAR PERIODS, AT AN ANNUAL
AMOUNT NOT TO EXCEED $50,000; ALLOCATING FUNDS FROM THE POLICE
GENERAL OPERATING BUDGET, ACCOUNT CODE NO. 001000.290201.6.270;
DIRECTING THE CITY MANAGER TO PRESENT THE NEGOTIATED AGREEMENT
TO THE CITY COMMISSION FOR CONSIDERATION.
WHEREAS, Request for Letters of Interest ("RFLI") No. 03-04-056, On -Line Service for Public
Records Research for the Department of Police ("Police"), was prepared and issued on March 10,
2004; and
WHEREAS, the Evaluation Committee evaluated the two proposals received on or before March
29, 2004, and determined that the proposal of Accurint (Seisint, Inc.) was the highest -ranked and
most advantageous proposal to provide the required services, and recommended that the City
Manager negotiate and a Professional Services Agreement ("Agreement") with Accurint (Seisint, Inc.),
at an annual cost not to exceed $50,000, for an initial one-year period, with the option to renew for
three additional one-year periods; and
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager's recommendation to approve the findings of the Evaluation
Committee, pursuant to RFLI No. 03-04-056, that the firm most qualified to provide on-line services
for public records research for Police, is ACCURINT (Seisint, Inc.), is accepted.
Section 3. The City Manager is authorized{1} to negotiate an Agreement, with Accurint (Seisint,
Inc.), the top -ranked firm, for an initial one-year period, with the option to renew for three additional
one-year periods, at an annual amount not to exceed $50,000, with funds allocated from the Police
General Operating Budget, Account Code No. 001000.290201.6.270.
Section 4. The City Manager is directed to present the negotiated Agreement to the City
Commission for consideration.

Section 5. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{2}
Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter
and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
