HomeMy WebLinkAboutcover memoCITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM TO AUG 2 3 2004 DATE : FILE : The Honorable M M hers of th= ity Com ssion SUBJECT Resolution Authorizing the Procurement of Two (2) Drive -On, Parallelogram Style FROM: REFERENCES: Jo - iola Heavy Equipment Hydraulic Ch - Administrator/City Manager ENCLOSURES: Lifts — Bid No. 03-04-069 RECOMMENDATION: It is respectfully recommended that the City Commission adopt the attached Resolution accepting the bid of Stertil-Koni, a non-minority/non-local vendor, located at 200 Log Canoe Circle, Stevensville, MD 21666, for the purchase, delivery, and installation of two (2) drive -on, parallelogram style heavy equipment hydraulic lifts (50,000 lb. load capacity), as per bid specifications, in the amount of $57,482 per lift, with a seven (7) year Extended Warranty covering all parts, labor and service in the amount of $7,000 per lift, for a total amount not to exceed $128,964, for the Department of General Services Administration, Fleet Management Division. Funds for this purchase in the amount of $128,964 are available from the Capital Improvement Project entitled "Heavy Equipment Replacement", Project No. 311702, Account Code 429401.6.840, Job Number B-74209, BACKGROUND: The Department of General Services Administration, Fleet Management Division, provides preventive maintenance, inspection, and repair services for over 300 units of heavy equipment (e.g. buses, dump trucks, cranes, etc.). Fleet Management has determined that using a vehicle lift is the best way to ensure quick, efficient and safe under -car repair/maintenance services. Fleet Management has assessed various types of vehicle lifts and is seeking to purchase two (2) drive -on, parallelogram style heavy equipment hydraulic lifts that will be flush mounted with the floor to maximize the bay area. The parallelogram style lifts are made up of two independent runways on which a heavy-duty vehicle drives onto and is easily lifted to a safe working height. The hydraulic system is electronically controlled which ensures that not only are all the lift column movements exactly the same, but the distribution of forces is also correct. The Honorable Mayor and Members of the City Commission Page 2 of 2 The parallelogram style lift does not have structural connections (crossbeams) between the legs or platforms and provide the mechanics with unobstructed access from the ends and through the sides of the lift. Mechanics have many advantages when using this type of lift such as: unlimited range of comfortable working heights; lighting system that totally illuminates the undercarriage and workspace making it easier to spot problems and perform needed maintenance; equipment and tool boxes can be rolled within easy reach of the mechanic making the workplace safer and more efficient; and flexibility with the control console location. The Purchasing Department notified twenty-three (23) vendors, eleven (11) vendors received the bid, and two (2) bids were submitted. The Department of General Services Administration, Fleet Management Division, has analyzed the bids pursuant to Bid No. 03-04-069. Stertil-Koni submitted the lowest most responsible and responsive bid meeting specifications and is, therefore, recommended for the award. FISCAL IMPACT: NONE JA/A S/AJM/11
