("Per -Se") ENCLOSURES: Resolution, Contract RECOMMENDATION It is respectfully recommended that the City Commission adopt the attached Resolution authorizing the City Manager to execute Amendment No. 1, in a form acceptable to the City Attorney, and approving the extension in the Medaphis Physician Services Corporation ("Medaphis") n/k/a PST Services, Inc. ("Per -Se") contract, on a month -to -month basis, not to exceed a one-year period, from September 20, 2004 through September 19, 2005, to provide emergency medical service billing and collection services. This extension will continue to bring in revenue to the City of Miami in the amount of $375,000 per month, for a total of $4,500,000 for this additional contract period. BACKGROUND Pursuant to Resolution No. 99-498, adopted on July 13, 1999, the City of Miami entered into an Agreement with Medaphis n/k/a Per -Se for emergency medical transport billing and collections for a term of three years commencing on September 20, 1999, and ending on September 19, 2002, with the option to renew said Agreement for two (2) additional one-year periods. The Department of Fire -Rescue's goals are to receive the best services at the lowest cost possible as it relates to the City's collection services. Since May 2004, the Fire -Rescue Department has been working the Department of Purchasing to issue a new Request for Proposal ("RFP"); however, during this process our department revealed Miami -Dade County had issued a RFP No. 7578-3/10-OTR for the identical services. In June 2004, my staff met with the Miami -Dade County Representative to discuss their current competitive negotiations for medical transport billing and collection services. As a result, the Department of Fire -Rescue has determined that said RFP meets the City of Miami's requirements and it would be feasible and most advantageous for the City of Miami to piggyback off of the Miami -Dade County RFP No. 7678- 3/10-OTR once said contract is awarded. While this process proceeds, and until a contract is finalized, it is imperative that the City continue to receive emergency medical transport billing and collection from Medaphis n/k/a Per- Honorable Mayor and Members of the City Commission Page 2 of 2 Se to avert loss in revenue. To continue this mutually beneficial relationship with the Medaphis n/lca Per -Se, an extension of the existing contract on a month -to -month basis, until September 19, 2005 will assure the continuity of service. Fiscal Impact: Failure to extend this contract, on a month -to -month basis not to exceed a one-year period, will result in a loss of revenue in the amount $375,000 per month, for a total of $4,500,000 for this additional contract period.
