A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE TRANSFER OF COMMUNITY DEVELOPMENT BLOCK GRANT
PROGRAM FUNDS, IN THE AMOUNT OF $600,000, FROM THE MODEL CITY
REVITALIZATION DISTRICT TRUST AND ALLOCATING SAID FUNDS TO THE
CITY OF MIAMI'S DEPARTMENT OF OFF-STREET PARKING AUTHORITY;
AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT, IN
SUBSTANTIALLY THE ATTACHED FORM, FOR SAID PURPOSE.
WHEREAS, the City of Miami's ("City") Department of Economic Development conducted a
business survey in March, 2000, to identify the most pressing needs of the businesses located along
17th Avenue, Miami, Florida ("17th Avenue"); and
WHEREAS, the survey highlighted the necessity of additional parking spaces to enhance
business activities along 17th Avenue; and
WHEREAS, the City Commission created the Model City Homeownership Zone Pilot Project in
February, 2001 to address economic development priorities in the Model City Homeownership Zone;
and
WHEREAS, the City acquired incorporated lots identified in the Model City Business Survey of
2000 to develop parking spaces along 17th Avenue; and
WHEREAS, the Model City Community Revitalization District's Board of Directors has approved
the implementation of said project; and
WHEREAS, the City designated the Department of Off -Street Parking ("DOSP"), per mandate by
City charter and ordinance, to address the lack of parking spaces in said area; and
WHEREAS, the Model City Revitalization Trust, and the City, agreed that DOSP has the expertise
to ensure the quality and expediency of these lots;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals contained in the Preamble to this Resolution are adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. The transfer of Community Development Block Grant Program funds, in the amount of
$600,000, from the Model City Community Revitalization District Trust, and the allocation of said
funds to the DOSP Authority, is authorized.
Section 3. The City Manager is authorized{1} to execute an Agreement, in substantially the

attached form, for said purpose.
Section 4. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{2}
Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter
and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of (10)
calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall
become effective immediately upon override of the veto by the City Commission.
