RECOMMENDATION
It is respectfully recommended that the City Commission adopt the attached Resolution
determining that the most advantageous method to develop improvements at city -owned
Melreese Golf Course is through a Unified Development ("UDP") process; authorizing the City
Manager to prepare a Request for Proposals ("RFP") to include, without limitation, a golf course,
hotel, parking and ancillary and support facilities; and confirming that a public hearing will be
held to take testimony regarding the RFP.
BACKGROUND
The City is owner of the approximately 130 acre Melreese Golf course, located at 1802 NW 37th
Avenue in the Flagami neighborhood of Miami. This property could provide recurring revenues
to the City if it is redeveloped to include commercial ventures inaddition to the existing golf
amenities.
City Charter Section 29-A(c) provides that the City Commission can procure from the private
sector an integrated package of services for the redevelopment of city -owned property including
planning and design, construction, leasing and management. Once a declaration of a UDP is
made a Request For Proposals ("RFP") can be drafted. The RFP will contain detailed terms and
conditions about the project, the submittal and selection of proposals from development teams,
the requirements foi approvals, and other matters relating to future lease negotiations.
The content of the RFP will be considered at a duly advertised public hearing and, if approved,
the RFP document will then be issued.
FINANCIAL IMPACT
There is no financial impact to declare the property a UDP. There will be costs associated
with issuing the RFP, which will be addressed by a future agenda item.
