HomeMy WebLinkAboutR-04-0519City of Miami Legislation Resolution: R-04-0519 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 04-00870 Final Action Date: 7/29/2004 A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE ACQUISITION OF 400 LAPTOP MOBILE DIGITAL COMPUTERS, DOCKING STATIONS AND RELATED EQUIPMENT, FOR THE DEPARTMENT OF POLICE FROM MOTOROLA, INC., A NON-LOCAL/NON-MINORITY VENDOR, UNDER EXISTING CITY OF FAYETTEVILLE, ARKANSAS BID NO. 03-35, IN AN AMOUNT NOT TO EXCEED $2,023,624; ALLOCATING FUNDS FROM: (1) CAPITAL IMPROVEMENT PROJECT (CIP) ACCOUNT CODE NO. 312010.299401.6.840, IN AN AMOUNT NOT TO EXCEED $45,754, (2) CIP ACCOUNT CODE NO. 312028.299401.6.840, IN AN AMOUNT NOT TO EXCEED $560,570, (3) CIP ACCOUNT CODE NO. 312032.299401.6.840, IN AN AMOUNT NOT TO EXCEED $9,488, (4) LOCAL LAW ENFORCEMENT BLOCK GRANT VII, ACCOUNT CODE NO. 142023.290539.6.840, IN AN AMOUNT NOT TO EXCEED $873,113, AND (5) LOCAL LAW ENFORCEMENT BLOCK GRANT VIII, ACCOUNT CODE NO. 142023.290546.6.840, IN AN AMOUNT NOT TO EXCEED $534,699. WHEREAS, the Department of Police is charged with preserving the peace, health, safety and property of the City of Miami and its residents, and has a responsibility to maintain adequate communication capabilities; and WHEREAS, the Department of Police needs to replace 400 seven-year old mobile data computers which have reached the end of support life; and WHEREAS, the laptops functionality include entry forms for queries, ability to view message history along with the ability to enter incident reports, Field Interview Vehicle Observation (FIVO) reports, and others, as well as, the ability to access various types of information from the Florida Crime Information Center (FCIC) and National Crime Information Center (NCIC), and local network from within the patrol vehicles; and WHEREAS, the procurement of these 400 Motorola laptops enable the City of Miami to receive a $250,000 discount on the purchase of the Public Safety Technology Enhancement Program (PSTEP) consisting of the Computer Aided Dispatch System (CAD), Law Records Management System (RMS or LRMS), and Premier Mobile Data Communications Systems (PMDC), from Printrak International, Inc., a wholly owned subsidiary of Motorola, Inc., pursuant to Resolution No. 04-0491, adopted by the City Commission on July 22, 2004; and WHEREAS, Motorola promises to deliver and invoice all 400 laptops by no later than September 13, 2004; and WHEREAS, if Motorola fails to deliver and invoice all 400 laptops by no later than September 13, 2004, it will pay the City of Miami $874,000 for liquidated damages and compensation to the City for losing the funding under the Local Law Enforcement Block Grant VII provided to the City by the Department of Justice; and City of Miami Page 1 of 2 File Id: 04-00870 (Version: 2) Printed On: 9/28/2016 File Number: 04-00870 Enactment Number: R-04-0519 WHEREAS, existing City of Fayetteville, Arkansas, Bid No. 03-35, will be utilized for the acquisition of these laptops; WHEREAS, funding to acquire the 400 laptop mobile digital computers, docking stations and related equipment is available from: (1) Capital Improvement Project (CIP) Account Code No. 312010.299401.6.840, in an amount not to exceed $45,754, (2) CIP Account Code No. 312028.299401.6.840, in an amount not to exceed $560,570.00, (3) CIP Account Code No. 312032.299401.6.840, in an amount not to exceed $9,488.00, (4) Local Law Enforcement Block Grant VII, Account Code No. 142023.290539.6.840, in an amount not to exceed $873,113.00, and (5) Local Law Enforcement Block Grant VIII, Account Code No. 142023.290546.6.840, in an amount not to exceed $534,699.00; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated as if fully set forth in this Section. Section 2. The acquisition of 400 laptop mobile digital computers, docking stations and related equipment, from Motorola, Inc., for the Department of Police, under City of Fayetteville, Arkansas Bid No. 03-35, in an amount not to exceed $2,023,624.00, is authorized, with funds therefor hereby allocated from (1) Capital Improvement Project (CIP) Code No. 312010.299401.6.840, in an amount not to exceed $45,754, (2) CIP Account Code No. 312028.299401.6.840, in an amount not to exceed $560,570.00, (3) CIP Account Code No. 312032.299401.6.840, in an amount not to exceed $9,488.00, (4) Local Law Enforcement Block Grant VII, Account Code No. 142023.290539.6.840, in an amount not to exceed $873,113.00, and (5) Local Law Enforcement Block Grant VIII, Account Code No. 142023.290546.6.840, in an amount not to exceed $534,699.00.
