RECOMMENDATION
It is respectfully recommended that the City Commission adopt the attached Resolution, with
attachments, authorizing the acquisition of 400 — Laptop Mobile Digital Computers ("MDCs"),
docking stations, and related equipment, for the Department of Police from Motorola, Inc., a non-
minority/non-local vendor, located at 1307 . E. Algonquin Road, Schaumburg, IL 60196, utilizing
City of Fayetteville, Arkansas Bid No. 03-35, in an amount not to exceed $2,023,624.
Funding is to be provided from the following: 1) Capital Improvement Project (CIP) Account Code
No. 312010.299401.6.840, in an amount not to exceed $45,754, 2) CIP Account Code No.
312028.299401.6.840, in an amount not to exceed $560,570.00, 3) CIP Account Code No.
312032.299401.6.840, in an amount not to exceed $9,488.00, 4) Local Law Enforcement Block
Grant VII, Account Code No. 142023.290539.6.840, in an amount not to exceed $873,113.00,
and 5) Local Law Enforcement Block Grant VIII, Account Code No. 142023.290546.6.840, in an
amount not to exceed $534,699.00.
BACKGROUND
The Miami Police Department enjoyes the benefits of mobile digital computing since the 1970's.
These early Mobile Data Terminal's (MDT's) provided simple query response, status change
notification and messaging to equipped patrol vehicles and the dispatcher. As technology
improved, terminals were replaced with mobile computers, providing significantly increased
functionality. This new functionality included improved entry forms for queries, improved display
forms to display the results, ability to view message history along with the ability to enter incident
reports, Field interview Vehicle Observation (FIVO) reports, and others.
In 1996, the MDT system was replaced with the MDC System. The field computers purchased at
this time were Fujitsu 1000 pen based tablet computers. Pen based tablet systems were
selected because it was envisioned that the officer could more easily enter reports, dock-undock
the systems. In 2000, 200 laptops were purchased for use by supervisors and investigators.
These laptops were additionally equipped with Microsoft Office tools (Word, Excel) and a wireless
connection to the Police Department network along with radio connection used while in the car.
The Department of Police needs to replace 400 seven-year old mobile digital computers and
docking stations installed in patrol vehicles, which have reached the end of support life.

The new 400 Motorola laptops will be used for the aforementioned, as well as, to access various
types of information from the Florida Crime Information Center (FCIC) and National Crime
Information Center (NCIC), and our own local network from within the patrol vehicles. The new
laptops will be equipped with an Intel Mobile Pentium IV 1.7 GHz processor, 40 GB hard drive,
256 memory, 13.3" Transmissive Touch Screen, with a 5-year warranty, and vehicle docking
stations.
The procurement of these 400 Motorola laptops enable the City of Miami to receive a $250,000
discount on the purchase of the Public Safety Technology Enhancement Program (PSTEP)
consisting of the Computer Aided Dispatch System (CAD), Law Records Management System
(RMS or LRMS), and Premier Mobile Data Communications Systems (PMDC), from Printrak
International, Inc., a wholly owned subsidiary of Motorola, Inc., pursuant to Resolution No. 04-
0491, adopted by the City Commission on July 22, 2004.
Additionally, Motorola promises to deliver and invoice all 400 laptops by no later than September
13, 2004. Furthermore, if Motorola fails to deliver and invoice all 400 laptops by no later than
September 13, 2004, it will pay the City of Miami $874,000 for liquidated damages and
compensation to the City for losing the funding under the Local Law Enforcement Block Grant VII
provided to the City by the Department of Justice.
FISCAL IMPACT:
Funding for the procurement of the 400 laptops will come from various Capital Improvement
Projects, as well as, Local Law Enforcement Block Grants VII and VII.
