Ruggedized Laptop Computers
Part 1 General
1.01 Specifications
A. Processor: Intel Pentium IV ? 1.2 MHZ w/ 512k L2 Cache =128 Meg RAM,
w/ capacity for 1024 Meg RAM
B. Hard Drive: Shock mounted = 30 GB, field serviceable and removable
C. Screen: Transflective touch screen = 12" XGA
D. Keyboard: Non -membrane, tactile, waterproof and backlit
E. Operating Systems: MS Windows XP/2000 Pro
F. Radio: Internal Wireless 802.11(x) capable, Blue Tooth capable, supporting =
3RF devices simultaneously. Ability to switch from External to Internal antenna
automatically. Ruggedized laptop antenna.
G. Network: Internal 10/100 Ethernet w/ RJ45
H. Modem: V92 w/ RJ-11
I. Media Bay(s) for removable CD, CD/RW, DVD, Floppy, Battery
J. Ports: Internal speakers/microphone w/ external jacks for each, PS keyboard
connector, VGA connector, USB connector, 9 Pin serial, DB 25 parallel.
K. Case: Magnesium Alloy
L. Vehicle Docking Station/Device
M. MIL STD 810, 506.42: Meets or exceeds these standards
N. Battery — Lithium -Ion battery
1.02 Quality Assurance
A. Substitutes: Where a selected manufacturer/product has been specified; an
equal; superior product, or change in manufacturer may be accepted only upon
review by the owner. A1I such proposed changes or substitutions shall be
submitted to the owner with appropriate manufacturer's specifications, literature,
and independent laboratory testing data. The owner's decision as to whether the
product or manufacturer is equal to the one specified shall be final. This section
applies to any "or equal" noted in the specification.
1.03 Submittals
A. Manufacturer's Data: Data describing physical, and performance
characteristics, sizes, testing results etc will be provided.
B. Maintenance Data: Include maintenance procedures, recommended
maintenance materials etc.
1.04 Warranty
A. Warranty information:
• Include in detail what is covered under warranty
• Location of the service center that will be used by the City of Fayetteville.
• Include how service will be provided
• Turn around time on items under warranty
• Shipping — Does warranty include paid shipping both ways and how
laptops are shipped i.e. US Mail, UPS etc.
Part 2 Hardware Requirements
2.01 Physical
• The system shall have non -slip surfaces
• The system shall have a soft carrying handle
• The system shall be capable of being picked up and held by any surface
including display
• The system must provide a wrist rest area on the front of the keyboard
• The system must provide a non-skid, non -mar bottom to protect the unit
and any surface on which it is placed.
2.02 Main Memory
• The system shall support a minimum of 128MB of RAM
• The system shall be upgradeable to at least 1024 MB of RAM
• The system RAM shall be upgradeable " in the field"
2.03 Hard Disk
• The system shall have a ruggedized hard disk with a minimum capacity of
30GB.
• The system hard drive must be protected or shock mounted to allow a
maximum transferred shock of 500gs when the system is dropped from a
height of 3 feet to a hard surface. An independent lab must validate this
requirement.
• The system hard drive shall be upgradeable to a larger capacity shock
mounted hard disk.
• The system hard disk shall be designed so that it can be changed easily
and quickly in the field.
2.04 Processor

• The system shall have at a minimum a processor running at 1.2GHz.
• The system shall have the Intel Pentium IV processor
2.05 Display
• Touch screen display shall be standard
• The touch screen shall be pressure —sensitive and activated by the finger or
stylus. Active pens are not acceptable.
• The system shall have a pixel resolution from the digitizer of 1000 by
1000 pixels or 154x204 dots per inch.
• The touch screen must include palm rejection to enhance signature capture
applications.
• The system must support a color TFT SVGA transflective display
• Any display offered must have a minimum readable viewing area of 12
inches diagonal.
• The system display depth shall be at a minimum 64k colors
• The system must support at least 8MB video SGRAM
• The system must support wide viewing angle from all directions to allow
users to operate other equipment while viewing the display w/o having to
reposition the computer.
• The system display must have features that enhance readability in direct
sunlight.
• The system display shall rotate a full 180 degrees for easy viewing when
mounted vertically in a vehicle or for use as a pen slate when combined
with a touch screen.
• The system display hinge assembly shall survive a minimum of 25, 000
open/close cycles without loss of tension or visible signs of failure or
wear.
2.06 Keyboard
• The system shall have a notebook style keyboard which supports touch-
typing
• The alpha keys on the keyboard must have a minimum spacing of 100% of
standard desktop keyboard spacing
• The system shall have at a minimum a standard 87 key QWERTY key
layout with function and control keys
• The system shall have an environmentally sealed keyboard
• The system shall have a customer removable and replaceable keyboard
• The system shall have a user defined audio key click for the keyboard
• The system shall have a backlit keyboard
2.07 Indicator Lights
• The system shall provide LED indicator lights which are visible with the
computer lid open or shut and at a minimum indicate the following;
1. When the unit is turned on
2. When the unit is plugged into external power
3. When battery is low
4. When the unit is charging
5. When the unit is fully charged
6. When the wireless radio module(s) are turned on
7. When the radio message has been received
8, When the unit is accessing the hard drive
9. When the unit is accessing the optional CD Rom Drive
10. CAPS lock, NUM lock and SCROLL lock
2.08 I/O Ports
• The system shall provide one serial port, COM1 with full 16C550A
compatibility
• The system shall provide one USB port
• The system shall provide USB connectivity through the cradle contacts to
support multiple peripheral devices through the cradle and cradle contact
system.
• The system shall have I/O ports environmentally sealed from water
intrusion and RF emission or intrusion.
2.09 Multimedia
• The system shall support 16-bit audio sound
• The system shall support the various common multi -media formats such as
.wav, .jpg, mpg, mov and avi
2.10 Power System
• The system shall support power sources from battery, vehicle cradle,
vehicle adaptor and AC adapter
• The system shall support lithium Ion battery technology
• The system shall provide a gas gauge of battery capacity
• AC Charger should be capable of recharging the batteries in the system
while the system is running.
2.11 Operating System
• The system shall be pre -loaded with MS Windows XP/2000 Pro installed
on the hard disk
2.12 System Software
• The system shall support standard BIOS, which can be updated in the field
• The system shall have all drivers required to support the hardware
configuration specified.
2.13 Environmentals
• The system shall not require the use of any add on protective case to
complete any of the following testing and shall have documented
verification of test results.
1. Mechanical Shock: The system shall withstand all necessary
drops from a height of three feet.
(Meets or exceeds MIL-STD-810E, Method 516.4, Procedure IV)

2. Vibration: The system shall withstand random vibration from 20
to 1000 Hz. (Meets or exceeds MIL-STD-810E, Method 514.4,
Procedure I, Category 10, Figure 16 and 17)
3. Thermal Shock: The system shall meet or exceed MIL-STD-
810E, Method 503.3)
4. Rain: A unit must be subjected to moisture in a rain chamber with
water being sprayed at 4 inches per hour and a complete inspection
at the completion of the test is required to ensure no water has
entered the device. The system shall meet or exceed MIL-STD-
810E Method 506.3 Procedure III.
5. Humidity: The system shall meet or exceed MIL-STD-810E,
Method 507.3, Procedure III.
6. Operating Temperature: The system shall operate continuously
at both the high and low temperature ranges—10degrees F to +140
degrees F for a period of 24 hours with no effect.
2.14 Vehicle Docking Station Requirements
• The vehicle docking station shall be mounted either horizontally or
vertically
• The vehicle docking station shall allow the system to open all the way' to
180 degrees
• The vehicle docking station shall automatically provide power to both fast
charge the internal battery and allow the user to operate the system
• The vehicle docking station shall have an optional "Power On/Off' switch
(with and LED indicator light) to prevent draining the vehicle's battery
when the device is left in the cradle for long periods of time.
• The vehicle docking station shall be safe for the user to touch when the
cradle is attached to the vehicle's power system.
• The vehicle docking station shall incorporate self-cleaning contacts in its
design
• The vehicle docking station shall support RF cradle contacts that enable
the automatic connection of a vehicle -mounted antenna. The dock shall
have a suitable connector for the termination of the vehicle antenna.
• The vehicle docking station shall support the use of vehicle mounting
hardware from multiple third party vendors.
• The vehicle docking station shall terminate two (2) USB interfaces,
without the need for the user to manually (plug/unplug) a cable, which can
support printers and other third party products.
• The vehicle docking station shall have a key locking mechanism which
demands a key to unlock the computer but which can be locked without
the need to insert the key.
• The vehicle docking station must be able to pass the following test
procedures:
1. Humidity: Meet or exceed MIL -STD 810E MTD 507.3 Proc III,
Aggravated
2. Operating Temperature: Meet or exceed MIL -STD 810E MTD
501.3 Proc II and MTD 502.3 Proc II

3. Thermal Shock: Meet or exceed MIL -STD 810E MTD 503.3 (at
high and low storage temperatures)
4. Random Vibration: Meets or exceeds MIL -STD 810E MTD 516.4

5. Sinusoidal Vibration: Meets or exceed MIL -STD 810E MTD
514.4 Proc 1, Category 10, Figure 16 and 17 Exceed EIA/TIA

6. ESD: Meet or exceed IEC STD 801-2/84 class 4 severity level
7. 30 MPH Crash Test with the System inserted in the vehicle
docking station
8. Pot Hole Test with the system inserted in the vehicle docking
station.
2.15 Peripheral/Media Bay
• The system shall be designed for a peripheral/media bay, which will
accept any of the following devices. Devices must be capable of being hot
swapped.
1. Floppy Disk Drive
2. CD-ROM
3. DVD-ROM
4. CDRW
2.16 Antenna Requirements
• The system shall have an on -board antenna
• The on -board antenna shall be ruggedized
• The on -board antenna shall be field serviceable
• The on -board antenna shall be capable of being oriented for optimal
performance (vertical orientation) regardless of the orientation of the base
system (carried or setting flat) and independent of the display being
opened or closed.
• The system shall have an antenna that can be retracted when not in use and
be raised to protrude above the top plane of the display when fully
deployed.
• The system shall support 100% automatic switching between the on -board
antenna and a high -gain (3db or higher) mobile antenna whenever the
system is inserted or removed from a vehicle cradle.
• The antenna shall have a uniform (in all directions) RF
radiation/sensitivity pattern: The on -board RF antenna will have transmit
and receive patterns, which are equal in signal strength for a full 360
degree horizontal pattern. Maximum deviation from the average signal
strength must not exceed +/_ 3db of average signal strength
• The system shall shield the electronic components from emissions from
the radio during transmission that might interfere with the system.
2.17 Options The system shall have as an option a vehicle power adapter, which
is capable of recharging the batteries in the system while the system is running.
The system shall be capable of supporting an Internal 802.11 wireless LAN module.
