Cooling Towers at the
Miami Riverside Center

RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the attached Resolution
accepting the bid of Thermo Air, Inc., a Non-Minority/Non-Local vendor, located at
2875 N. 29th Avenue, Hollywood, FL, 33020, for the replacement of existing cooling
towers and installation of a temporary cooling tower, to include a five (5) year extended
warranty, pursuant to Bid No. 03-04-070, for the Miami Riverside Center (MRC)
building, in an amount not to exceed $156,500, including a contingency reserve in the
amount of $7,450, for a total amount not to exceed $163,950. Funds are available from
Capital Improvement Project (B-74210) Nos. 311042, 311705, and 311010.
BACKGROUND:
The Department of General Services Administration ("G.S.A."), MRC Division, is in
need of replacing the two (2) existing twelve (12) year old cooling towers for the air
conditioned system at the Miami Riverside Center building. The current cooling towers
are undersized in comparison with the existing amount of tons of air conditioned required
to handle the current heat load, thus efficiency has been reduced. The requested purchase
will result in maintenance and energy savings.
The Purchasing Department notified sixty (60) vendors, forty-two (42) vendors
downloaded the bid from the City's bid solicitation system, and eight (8) bids were
received. G.S.A. has analyzed the bids pursuant to Bid No. 03-04-070. Thermo Air, Inc.
was the lowest most responsible and responsive bidder, whose unit price bid for the
cooling tower replacement, combined with the options selected by the City, represent the
lowest total cost and is, therefore recommended for award.
